POSITION SUMMARY 

This position will be responsible for all engineering aspects of electrical/mechanical systems design for new car procurement(s) from Technical Specification development through contract closeout. The Manager will be responsible for railcar operating systems including, but not limited to, Carbody and Truck Structure, HVAC, Propulsion, Electronic Brake Control, Doors, Communications, and Trainline function and integration. These activities will include technical design review and approval, report analysis and approval, systems inspection, systems validation, and maintainability demonstration review to ensure compliance with Technical Specification and contractual requirements.

The Manager will lead a staff of electrical or mechanical engineers to carry out these duties, supporting various stakeholders including the Maintenance and Overhaul Shops, MTA C&D, Central Electronics Shop, and Procurement. This role will also include administrative/technical duties including the preparation and review of Contract Change Orders, review and approval of Field Modification Instructions, and contract closeout activities.

RESPONSIBILITIES 

  • Develop technical specification requirements for all electrical or mechanical systems, defining performance and reliability.
  • Collaborate with DCE’s Car Systems Engineering group to integrate new systems and technologies validated through test programs.
  • Support development and review of Contract Terms and Conditions and RFP documents.
  • Lead engineers in conducting design reviews and technical meetings with the carbuilder and suppliers.
  • Ensure compliance with safety, reliability, and performance while coordinating with NYCT operating groups.
  • Oversee Preliminary, In-Process, and Critical Design Review phases.
  • Travel to carbuilder and supplier facilities for component, system, and subsystem validation testing.
  • Review and approve deliverables including record drawings, technical manuals, and training materials.
  • Support the Central Electronics Shop with review, validation, and approval of Bench Test and Portable Test Equipment.
  • Review and evaluate change orders for electrical or mechanical systems and provide recommendations to the Senior Director.
  • Collaborate with the car acceptance group to ensure smooth delivery and integration of new production units into revenue service.
  • Respond to maintenance shop requests, emergency support needs, and failure investigations.
  • Monitor MDBF, service delays, and field modification implementation to ensure contractual compliance.
  • Supervise mechanical or electrical engineering staff and provide technical guidance to maintenance and overhaul shops.
  • Participate in all contract closeout activities.

EDUCATION AND EXPERIENCE 

A baccalaureate degree from an accredited institution with a major field of study in Engineering or satisfactory equivalent and a minimum of ten (10) years professional experience, of which two (2) years must have been in a managerial or supervisory capacity.

License / Professional Certification: NYS P.E. – Professional Engineering

DESIRED SKILLS 

  • Knowledge of NYCT rules and regulations.
  • Experience in the rapid transit industry.
  • Project Management experience with strong independent judgment and decision-making ability.
  • Advanced degree in mechanical or electrical engineering.
  • Proficiency in MS Project and/or Primavera and MS Office Suite.
  • Effective verbal, written, and presentation skills.
  • Ability to work effectively both independently and in team-based environments.
  • Strong multi-tasking and organizational skills.
  • Thorough understanding of railcar and control system design, testing, troubleshooting, failure analysis, and corrective action.
