Agency Mission
MTA Construction & Development (C&D) is responsible for the planning, development, and execution of all capital construction projects across the MTA region. Through centralized oversight and management of the MTA’s $64 billion Capital Program, C&D ensures the efficient delivery of critical infrastructure projects that support the region’s vast transportation network. Telework
This position is eligible for telework, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
Job Summary
The Project Manager leads the full lifecycle delivery of capital design and construction projects within the MTA Construction & Development (C&D) Delivery organization, supporting the Railroads Business Unit. This role is responsible for driving projects from early design coordination through construction, commissioning, and closeout—ensuring all work is delivered safely, efficiently, on schedule, within budget, and in strict accordance with contract documents, technical standards, and agency policies.
The Project Manager closely monitors project performance, proactively identifies risks, and implements mitigation strategies to maintain project momentum. When critical issues arise, the Project Manager develops clear, data‑driven recommendations and escalates them to senior leadership for timely resolution. Success in this role requires seamless coordination across C&D teams, operating agencies, designers, contractors, consultants, and in‑house forces. The Project Manager provides strong day‑to‑day leadership to internal staff and external partners, ensuring alignment, maintaining operational continuity, and upholding the highest standards of safety, quality, and accountability throughout the project lifecycle.
Responsibilities
- Lead, mentor, and develop design and construction staff to deliver capital projects from concept through close‑out.
- Direct and coordinate all design and construction activities across the full project lifecycle, ensuring alignment with project goals, technical requirements, and agency priorities.
- Oversee the development, review, and approval of design documents, technical criteria, constructability assessments, and engineering submittals.
- Ensure construction activities are executed safely, efficiently, and in accordance with approved plans, specifications, codes, and standards.
- Manage project activities to minimize impacts on agency operations, customers, and the public.
- Monitor project performance against scope, schedule, budget, and quality baselines; identify opportunities for improved delivery and implement corrective actions.
- Identify project risks and issues related to design, construction, interfaces, or field conditions; drive timely mitigation and resolution.
- Elevate critical issues to senior leadership with recommended solutions and decision pathways.
- Coordinate closely with internal project teams, C&D leadership, contractors, consultants, and MTA operating agencies to ensure seamless project execution.
- Ensure all required agency actions, approvals, and resources are secured to support design progression and construction activities.
- Facilitate multidisciplinary coordination between engineering, construction, safety, quality, operations, and external stakeholders.
- Ensure all design and construction activities comply with applicable codes, regulations, standards, guidelines, and agency policies.
- Integrate safety and quality principles into all phases of project planning and execution.
- Partner with Safety and Quality Management teams to monitor compliance and address deficiencies.
- Oversee the preparation and implementation of baselines, project management plans, design management plans, construction work plans, and quality plans.
- Manage project documentation to ensure accuracy, completeness, and adherence to document control protocols.
- Track and report progress against scope, schedule, and budget, ensuring transparency and accountability.
- Collaborate with Development and Contracts teams to develop project scopes, design criteria, procurement packages, and technical requirements.
- Participate in bid/proposal evaluations, negotiations, and change‑order reviews.
- Review and approve contractor and consultant invoices, ensuring expenditures are properly supported and charged to the correct accounts.
- Prepare and deliver project reports, presentations, studies, and briefings for internal leadership and external oversight bodies.
- Coordinate responses to audits, inquiries, and compliance reviews.
Education and Experience
Bachelor’s degree in Engineering, Architecture, Construction, Construction Project Management, Construction Management, or a related field.
Must have a minimum of five (5) years of related experience.
A licensed Professional Engineer (PE) or Registered Architect (RA) is desirable.
PMP and CCM Certifications are preferred.
Excellent communication and interpersonal skills.
Must have focus and the ability to deliver results, organizational effectiveness, and continuous improvement.
Must possess excellent team-building, listening, problem-solving, and prioritization skills.
Proficient computer skills (i.e., Windows environment, Microsoft Office, PeopleSoft, Oracle, etc.) and strong business administrative skills (i.e., presentations, report and letter writing, time management, etc.).

Final salary is determined by experience, skill set, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
