Position Summary:
This position is responsible for managing the Safety and Emergency Response Training including supervising staff and the delivery of refresher & skill enhancement training programs. This position oversees the daily operations of assigned Learning Centers; evaluates staff performance & instructional effectiveness: and assesses/manages allocation of the budget, including overtime. Develop assessment tools, strategies and business processes to meet the evolving training needs of Subways divisions. Ensures compliance with regulatory requirements. Develop and implement enhancements to the training curricula & schedules. Represents the division for various task forces which include Labor Relations hearings, hiring committees, contract negotiations & examination panels.
Responsibilities:
Directs the daily responsibilities of staff inclusive of a manager and instructors. Oversee the scheduling and delivery of classes to meet the training needs for new employees, refresher and recertification. Ensure the delivery of classes meets the regulatory requirements for employees to remain in compliance. Manage and audit the Enterprise Learning Management training data entry for all training activities. Manage the design and development of courses. Oversee the daily operations of the Fire School and Right to Know rooms; manage the development of staff to be effective trainers, evaluate staff performance and instructional effectiveness; and provide remedial instruction. Manage upskilling of staff to support continuity of operation. Assesses staffing in ration to evolving training demands to provide sufficient classes.
Education and Experience:
A bachelor’s degree in Transportation Management, Computer Science or a satisfactory equivalent.
Ten (10) years of related work experience in this field of which seven (7) years must have been in a supervisory/managerial capacity.
Desired Skills:
10 years’ experience with progressive responsibilities managing large groups, developing solutions to complex problems, managing staff, working with represented staff. Adult learning and e-learning experience is preferred.

Based on evaluation of education, skills, experience, and interview.
All appointments, except for the Department of Subways employees on MABSTOA payroll, will be made on the NYCT payroll.
