Responsibilities

 

  • Supervises all phases of the appraisal project in keeping with client contract for the project size and scope listed above in alignment with client and Appraisal Service Operation requirements.
  • Supervises costs, scheduling, product quality, safety and related activities for assigned projects. Assists with the preparation of the project budget and supervises budget/costs. Ensures timely billing and collection of client invoices.
  • Provides supervision to ensure project adherence to statutory deadlines, milestones and requirements and the client contract and applicable regulations and IAAO standards.
  • Partners with management to create project short range goals and objectives for project and staff.
  • Assists a more senior member of management with the creation of the project work plan.
  • Leads status meetings and provides updates project status, as required. Monitors quality, cost, timeliness and related activities of all project deliverables.
  • Assisting more senior management with recommendations for process improvement and participates and/or leads initiatives.
  • Ensures field and office operating procedures are defined and consistent with Company and division policy and the client contract.
  • Exhibits conceptual understanding and application of knowledge to complete pre-valuation tasks (residential/agricultural and commercial/industrial) with the assistance of more senior member of management.
  • Acquire knowledge and understanding of residential/agricultural and commercial/industrial pre-valuations. Learn and begin to apply knowledge of the development of market models, depreciation analyses, cost calibrations, neighborhood delineation, and land pricing for residential/agricultural properties; and expense/income models, cost calibration, and capitalization rates for commercial/industrial properties.
  • Ensures client satisfaction via relationship building and effective communication techniques using the proper communication method with sensitivity to the community/political environment.
  • Identifies project risks and anticipates/resolves moderately complex issues.
  • Prepares written status reports for relevant parties per schedule approved by the client.
  • Provides supervision and leadership for the project staff. Trains staff with input and assistance from a mentor and/or more senior member of project management.
  • Ensures effective project staffing levels to meet project goals. Interviews, hires/transfers, mentors, coaching, trains, performance manages, develops, supervises, and separates project staff.
  • Serves as project liaison with taxpayers, the public, and local officials. Professionally represents the Company and the client to property owners and other members of the public.  Fields moderately complex questions and complaints in a courteous manner.
  • Maintains/supervises production records, bi-weekly progress reports, etc. Ensures timely submission of payroll and relevant parties for appraisal staff.
  • Assists with formulating approaches for supporting values and handling taxpayers’ complaints. Manages/contributes to formal and informal BTA/Common Pleas hearings and/or related activities with property owners at the conclusion of the project.
  • Identifies additional appraisal service products and services to meet clients’ need. Seeks additional revenue opportunities and works with sales/marketing to develop sales strategy and presentation.
  • Recognizes and reacts effectively and professionally to difficult political environments.
  • Analyzes trends and identifies problems which cross organizational boundaries. Works with other employees not only to resolve moderately complex issues but also to put in place systems which prevent problems from recurring.
  • Maintains Industry certifications as appropriate ensuring staying current on industry standards and regulations and maintains appraisal/tax systems product knowledge.
  • Regular attendance is required.

Qualifications

  • BS/BA degree in Business, Mathematics/Statistics, Project Management or related field or equivalent work-related experience; Appraisal certifications and/or Certified Project Management Professional certification (PMP) are preferred.
  • Must have successfully completed Appraisal related coursework.
  • Appraisal and TAX CAMA systems experience is a preferred (multiple systems experiences is a plus)
  • Strong experience manipulating computer systems and statistical models to apply factors influencing values, grades, CDU, neighborhood, land factors and other related factors.
  • At least 5 years of appraisal service-related experience involving the ability to perform functions for various aspects of mass appraisal (Residential/Agricultural & Commercial/Industrial), Reappraisal, new construction, Cost Market Valuations and related appraisal service functions
  • Solid knowledge and understanding of hearing/tracking module and assessment administration.
  • Strong decision making, mathematical, analytical and root cause problem-solving skills.
  • Solid computer experience including basic knowledge and understanding with Microsoft office or related technology i.e., Word, Excel, etc.
  • Solid experience with Commercial and Residential Cost Systems
  • Strong initiative, interpersonal, collaboration and relationship building and customer service experience involving developing professional and credible relationships with internal and external parties such as clients, vendors, employees, management, senior management, vendors, and relevant parties.
  • Strong teambuilding and partnering skills involving conflict resolution, negotiating and influencing clients to meet their needs and propose viable solutions.
  • Strong planning and organizational skills with a proven track record of prioritizing and executing on multiple project activities.
  • Strong written and oral communications including training, conveying, documenting, preparing, presenting various types of data to various audiences.
  • Ability to hire, supervise, coach/mentor and develop staff.
  • Must be able to travel (approx. 25%); must be able to provide reliable transportation and carry full insurance on vehicle
