Summary
The Contracts Specialist Level 1 is responsible for supporting procurements relating to the MTA’s capital program, supporting the award of $2-3 billion in new construction contracts each year, and supporting the management of claims and changes on contracts valued at approximately $5 billion. This is an entry-level position with minimal contracts and procurement experience.
Responsibilities
Supports the Construction Contracts division with researching, tasks, and documents to promote the efficient operation of the Contracts Department
Provides status updates on the relevant tasks and activities to senior management, as required
Under the guidance of managers, provides support to the division to facilitate the procurement and award documentation associated with A+B and IFP contracts, A+B bidding, design-build, progressive-design build, and public-private partnerships procurement contracts.
Education and Experience
Bachelor’s degree in Business Administration, Public Administration, Engineering, Finance, Government Contracting, or a related field.
Minimum of one (1) year of related experience in contracts and procurement.
Competencies:
Knowledge of contract terminology, terms and conditions, procurement, and construction management (including the ability to interpret construction documents and schedules).
Knowledge of relevant local, state, and federal laws, including federal and state procurement laws, rules, and regulations.
Strong interpersonal, analytical, problem-solving, organizational, negotiation, and communication skills.
Advanced knowledge and use of Microsoft Office Suite and document management software.
