Salary Range: $163,894 - $224,761 (Exec/1486 Hay points)

Summary of Position
This position is accountable for representing the Senior Vice President, NYCT DOB and MTA Bus Company in interactions with all Buses Department Heads on a multitude of policy, project, and operational issues. Proposes strategies and resolves multi-faceted interdepartmental and interagency issues. Provides high level critical analysis of key issues and provides policy direction. Develops and implements Buses short range goals and objectives and establishes long-term vision. Identifies trends and develops programs to improve business processes and key performance information and cost efficiency. Supports Buses Executive staff in carrying out operational analysis, executive presentations, and performance measurement. Direct all Buses hiring and promotional activities (affecting over 15,000 supervisory and hourly positions). Direct the design, implementation, maintenance, and enhancement of various Buses employee databases and spreadsheets, and track approved personnel budget vs. actual headcount. Direct the effective coordination of government/community relations, media relations and customer communications with NYCT and MTA Headquarters. Directs the involvement of internal and external audits. Serves as liaison with MTA HQ, Buses Executive Staff, and external stakeholders to provide information/oversight into bus operations. Prepares monthly Board Committee materials.
 
Responsibilities
  • This position is accountable for representing the Senior Vice President, NYCT DOB and MTA Bus Company with all Buses Department Heads on a multitude of policy, project, and operational issues. Proposes strategies and resolves multi-faceted interdepartmental and interagency issues. Provides high level critical analysis of key issues and policy direction. Directs critical reviews of existing programs to identify key weaknesses and assesses the feasibility of new initiatives. Directs internal benchmarking studies to identify best practices for providing safe, reliable, customer-driven bus service 
  • Partners with internal/external stakeholders to support "Buses as a Business". Directs and coordinates cross­ functional and interdepartmental efforts, marshaling and analyzing data from various sources to anticipate and manage critical operational and management issues. Promotes transparency, accountability, information sharing, and data accessibility. Identifies/coordinates strategies to foster innovative solutions
  • Provides information and business insight to MTAHQ, NYCT and Buses Executive Staff, with a view to combining operational experience with analytical, strategic, and business thinking. Enhances the ability of stakeholders to understand complex bus issues. Serves as Bus Operations liaison to outside consultants and organizations. Prepares/Coordinates executive presentations for internal/external stakeholders as required.
  • Serves as strategic information advisor to Regional Bus Executive Staff. Leads the identification, acquisition, and delivery of key performance information to assist in the formulation of policies and procedures designed to improve the delivery of efficient and effective public transit bus service. Identifies deficiencies in business processes that impede the ability to make data-driven business decisions.
  • Directs all Buses hiring and promotional activity (including maintenance and transportation hourly and supervisory personnel). Directs the preparation of hiring forecast, present hiring requests to 0MB and HR for approval. Development of organizational structure.
  • Coordinates and prepares monthly MTA Board and Bus Committee materials/packages, and Buses agenda. Develops presentation materials and talking points for MTA Board meetings, as required.
  • Ensures timely, accurate and coordinated responses to executive correspondence. Directs the timely dissemination of relevant media related information to the President of New York City Transit and Senior Vice President, NYCT DOB and MTA Bus Company.
Education and Experience 
  1. A Baccalaureate’s degree from an accredited college in Business Administration, Transportation Planning, or a satisfactory equivalent and fifteen (15) years of satisfactory related professional experience, and at least eight (8) years of which must have been in a managerial/supervisory capacity; or
  2. A satisfactory equivalent of combined education and experience requirements
