JOB SUMMARY
Manage the program development and implementation of all Capital Projects involving the acquisition of new passenger cars and locomotives.
DUTIES AND RESPONSIBILITIES
- Provide the necessary management, supervision and administration of the design, construction, development and acquisition of new passenger cars, Dual Mode and Diesel locomotives, EMU passenger vehicles, as well as the implementation of projects such as PTC installation during the procurement process through the warranty period and project closeout.
- Prepare clear, concise technical specifications for new equipment to ensure the highest quality performance and reasonable pricing and to ensure compliance to the specification following bid award. Ensure successful completion of projects in accordance with contractual requirements.
- Provide both technical and project level support for car procurement through all stages of the project. Provide supervision and mentorship for all Equipment and Senior level engineers.
- Interface with Vendors, state and local agencies, and internal departments in regard to present and proposed new car programs (Procurement, Safety, M of E, Operations, etc.). to assure that proposals are technically and operationally sound and updated to the latest proven technology. Improve performance level of end product.
- Assist the Contract’s Department in negotiations in the following areas: equipment purchase, change orders, contract close-out. Verify contract costs are within budget.
- Stay conversant with Local, State and Federal regulations pertaining to new car requirements.
- Furnish technical assistance to railroad and MTA Executives. Maintain liaison with City, Sate and Federal Agencies. Provide technical backup on engineering subjects and to maintain a coordinated effort on projects which may affect or overlap other governmental jurisdictions.
- Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manage team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.
KNOWLEDGE, SKILLS AND ABILITIES
- Strong knowledge of 49CFR and AAR design requirements.
- Strong engineering knowledge (Electrical/Mechanical).
- Ability to manage a large number of consultants.
- Strong ability to negotiate contractual issues.
- Strong written and verbal communication skills with the ability to speak effectively in a group setting and make formal presentations. Ability to work with foreign contractors and adapt to cultural and language barriers.
- Strong leadership, management and coordination skills are required to plan supervise and implement Capital Projects.
- Personal abilities of self-starter and persistence are essential along with the ability to foster teamwork and motivate others. Familiarity with pertinent engineering and design procedures.
- Ability to interact with internal departments and City, State and Federal Agencies.
- Knowledge of MS Office Suite and/or comparable applications
- A solid working knowledge of Program Management, Safety, QA/QC and Contracts.
- Familiarity with Railroad Operations and Safety procedures.
- Must have a valid driver’s license.
- Strong technical, analytical and problem solving skills
- Familiarity with FRA regulations, APTA standards as well as other industry related engineering standards.
- Knowledge of standard safety practices rules and regulations in a railroad environment.
- Knowledge in the review and development of drawings, specifications and technical reports.
- Working knowledge of Microsoft Office and/or comparable applications.
- Valid Drivers license
- Ability to respond to emergency calls on a 24 hour/7 day a week
The following is/are preferred:
- Knowledge of Metro-North Operations and Corporate structure, and organizational structure of the MTA
- Previous car procurement experience.
REQUIRED EDUCATION AND EXPERIENCE
- Bachelor of Science in Electrical Engineering Mechanical Engineering with special emphasis on electrical/electronic theory
- Minimum seven (7) years of experience in an engineering environment and/or equipment manufacturer working on passenger railcars and/or locomotives or related mass transportation equipment.
- Minimum five (5) years of supervisory experience managing technical professionals and/or a diverse unionized workforce.
The following is/are preferred:
- Master Degree preferred.

- Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company’s discretion.
- Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
- Current employee applicants should be in their current position 12 months prior to starting a new role and must possess a satisfactory work history, including attendance and discipline record.
