Position Objective:
The Assistant Director is responsible for budgeting and financial planning of certain MTA Agencies, and departments within those Agencies, and overseeing monthly analyses and financial management processes. This position guides staff to identify opportunities for enhanced budget control, cost saving initiatives, and budget risks. The primary mission of this position is to work alongside department leadership to ensure MTA senior management receives cohesive, coordinated, and accurate financial information in a timely manner to direct strategic decisions that enable the MTA to achieve its mission within existing financial constraints and ensure that consistent financial practices are followed across all Agencies. This position, reporting to the Director, is responsible for making financial and policy recommendations on all financial and strategic matters.
Responsibilities:
- Oversee the development of MTA-wide and Agency financial plans, ensuring departmental and Agency conformity with corporate budgeting assumptions, expense reduction targets, and other actions for budget balancing. This includes guiding and assisting Agencies and departments in preparing budget requests and analyses.
- Prepare monthly financial reports for MTA Board Operating Committees and Financial Performance Reports for MTA Board Finance Committee, detailing and analyzing financials, subsidies, debt service, utilization, headcount, and farebox ratios.
- Work with Agency and departmental staff to monitor financial performance and develop recommendations for corrective action and/or budget modification.
- Select, develop, and motivate staff. Provide prompt and effective coaching and counseling. Review the performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
- Work with other Directors in Management & Budget, and their staff, to improve workflows related to financial plans, forecasts, and analyses.
- Work closely with other members of the Finance organization at all levels to incorporate actual results into forecast updates, including the Comptroller and Treasury departments, to ensure all funding sources are incorporated into financial plans and reported actual results.

Required Knowledge/Skills/Abilities:
- A diverse aptitude for financial management is necessary.
- Excellent oral and written communication skills are necessary, as well as the ability to synthesize complex financial information.
- Experience should include budgeting, revenue and cost analysis, report writing, and financial planning.
- In addition, special and technical knowledge is also required, as follows:
- Knowledge of financial planning, analysis, forecasting, and control techniques.
- Strong analytical skills.
- Knowledge of the organization and financial structure of MTA constituent Agencies, or a corporate transit agency.
- Excellent verbal and written communication skills.
- Experience using Microsoft Office (Excel, Word, PowerPoint).
- Familiarity with Hyperion Planning or a similar system.
- Familiarity with PeopleSoft General Ledger or similar system.
- Knowledge of State and local financial and political processes.
Required Education and Experience:
- Bachelor’s degree from an accredited university or college, with a preferred concentration in Business, Finance, Economics, Public Policy Analysis, or related field, is required; a graduate degree in a related field is preferred.
- A minimum of seven (7) years of progressive budget, economic, and finance experience, performing as an individual contributor in an analytical capacity, is required. Experience should include, but not be limited to, developing complex and sophisticated multi-year financial plans for either government or private organizations.
- Minimum of four (4) years of experience supervising staff.

May need to work outside of normal work hours (i.e., evenings and weekends)
Travel may be required to other MTA locations or other external sites.
