JOB TITLE:                     Senior Financial Analyst - Central Business District Tolling Program and Taxi For Hire Vehicles

SALARY RANGE:          $82,929 - $92,700

LOCATION:                    2 Broadway

HOURS OF WORK:8:00 am – 4:30 pm (7 1/2 hours/day)

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.  

 

SUMMARY:

Under the direction of the Finance Tower’s Revenue Management Group, this position will be working closely with other MTA Departments and will assist with designing, developing, and administering internal audit activities for the Central Business District Tolling Program (CBDTP) - Taxi and For Hire Vehicles (FHV) per-trip toll plan. In addition, this position will ensure that the business requirements of the CBDTP - FHV program of the participating FHV entities, are complying to their payment agreement.

 

RESPONSIBILITIES:

  • Assist with developing an internal auditing process to mitigate risk and fraud for the CBDTP – Taxi & FHV program to protect toll revenue.
  • Review, audit, and report on entities’ compliance with their payment agreements.
  • Develop procedures for account reconciliation and generate reports of entities/vehicles that have been flagged for additional audit review.
  • Develop procedures for how to follow-up with entities that do not pay (communication, issuing fines/fees, and mechanisms for non-payment- like use of a debt-collector).
  • Develop procedures and scripts for data checking. I.e., plate information could be compared to trips collected at via the toll equipment sensors at the roadside.
  • Prepare exception reports for instances of non-compliance with agreements and report any unusual activity.
  • Develop monthly reports for senior staff.
  • Maintain written procedures and internal controls.
  • Perform special projects and ad-hoc reporting requests as required by management.
  • Other duties assigned.

 

KNOWLEDGE, SKILLS, AND ABILITIES

  • Experience and background in auditing processes, policies, and procedures; contract management; or similar function.
  • Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.
  • Demonstrated strong interpersonal skills: The role requires effective collaboration with internal and external staff members from CBDTP and Toll Operations to achieve project objectives. Proficiency in working within collaborative environments and coordinating efforts is essential for success.
  • Effective time management skills: The incumbent must deliver query results within established deadlines for reporting. This involves prioritizing workload and seeking guidance from the direct supervisor to ensure timely completion.
  • Excellent project management, organizational, and critical thinking skills: The candidate should possess outstanding abilities in project management, organizational skills, and critical thinking to contribute effectively to the success of the projects.

EDUCATION AND EXPERIENCE:

Required:

  • Bachelor’s degree in Business Administration, Public Administration, Project Management, Finance, Accounting, Data Science, or a related field.
  • Must possess a minimum of three (3) years of full-time related experience. An advanced educational degree in a related field may be substituted for one (1) year of experience.

Preferred:

  • Knowledge of auditing and revenue processes and systems.
  • Familiarity with the operating dynamics of the NYC Taxi and FHV industries, including TLC Open Data.
  • MBA in a related field.
  • CPA
