 Summary: 
 This position will develop and oversee the implementation of policies, procedures, rules and programs providing management, technical oversight, and expertise to LIRR departments in the area of Occupational Safety (OS) Projects and Hazardous Abatement (HA). This position will interface with department personnel, service providers, regulators, employees, and customers, to assure that projects focusing on OS issues are conducted in an efficient manner, while maintaining safety and regulatory compliance. This position develops focused solutions for HA/OS issues and monitors the effectiveness of these solutions when implemented. This person will be the corporate representative for the LIRR to support and coordinate MTA audit and Inspector General Investigations focusing on HA/OS Projects. Also, in the realm of HA/OS Projects, this position shall be the corporate technical representative for the LIRR in defense of Regulatory Agency Investigations, Fines, and Notice of Violations.
 The position has specific responsibilities for the development, maintenance, and implementation of Corporate Policy & Procedures for the system-wide Hazardous Abatement & Occupational Safety Programs. If needed, the position will provide expert testimony for the LIRR in court trials, arbitration hearings and depositions for asbestos and lead litigation cases. Manage the Hazard Abatement Operating and Occupational Safety Project Budgets, prepare requisitions, review, and approve vendor invoices. Develop Contract Specifications, bid documents and provide expertise for technical evaluation committees. This position supports the hazard analysis group to ensure LIRR Corporate and department policies, procedures, rules, and personal protective equipment is in compliance with Occupational Health and Safety Administration and NYS Department of Labor Public Safety and Health regulations as well as industry standards.
 
Responsibilities:
 
  • Develop, oversee and administer Corporate Policy and Procedures for the LIRR's system-wide Hazardous Abatement and Occupational Safety Projects Programs. Ensure compliance with regulations and avoidance of fines, penalties, and liabilities.
  • Direct the management and oversight of Occupational Safety Projects including the
    Hazardous Abatement Program, and all applicable third-party service and consulting contracts. Manage the Hazardous Abatement and Occupational Safety Project
    Budgets. Assure a safe and healthy work environment is maintained for employees, customers and the public.
  • Develop Contract Specifications, bid documents and provide expertise for technical evaluation committees to assure compliance with applicable regulations, policies and guidelines.
  • Provide technical expertise to other LIRR Departments. Perform safety review of in
    house or third-party construction plans (C&D, Engineering) to mitigate safety issues prior to final decision.
  • Provide expert testimony to the LIRR for court trials, arbitration hearings and depositions for asbestos and lead litigation cases. Corporate liaison for the LIRR to support and coordinate MTA Inspector General and MTA Audit Investigations.
    Corporate liaison to the LIRR for defense of Regulatory Agency Investigations, Fines and Notice of Violation, on any OS Projects. Establish good working relationship with regulators.
  • Work to motivate personnel within the department. Provide career development for
    subordinates through on-the-job training and ensuring that relevant and scheduled classroom training is provided. Provide prompt and effective coaching and counseling. Promote safe work practices and safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. Oversee adherence to time and attendance policies, including overtime audits.
  • Perform other assignments as requested by Senior Management.
 
Required Qualifications: 
  • Bachelor’s degree in Health, Industrial or Safety Engineering, Physics, Chemical or Environmental Science, or related field.
     
  • Candidates with 14 years of related experience in Hazardous Abatement, industrial Hygiene, and Occupational Safety in a large, diverse, complex operation/construction or manufacturing environment can be considered in lieu of degree.
     
  • Must possess 10 years of progressively responsible experience in the area of Hazardous Abatement/ industrial Hygiene/ Occupational Safety in a large, diverse, complex operation/construction or manufacturing environment.
     
  • Comprehensive knowledge of Asbestos, Lead, IAQ, New York State Labor Codes and Regulations, and applicable technical standards as well as Occupational Safety and Health Administration /Public Employees Safety and Health Regulations, Military Standard 882, and industry standards (e.g. ANSI).
  • Must possess NYSDOL Project Monitor or Supervisor.
  • The incumbent must be able to understand and communicate technical issues to various audiences, anticipate and recommend audience responses, and put specific actions and policies into context with broad internal and external issues.
  • The incumbent must be articulate, persuasive, and self-confident and possess a mature leadership style, which enables the incumbent to develop the organization, as well as manage conflict.
  • Must have comprehensive knowledge of regulatory compliance regulations and standards of federal, state, local, and industry agencies and associations.

  • Must possess and display strong crisis management skills to react to emergency and stressful situations with the ability to respond to emergency situations when necessary during non-business hours.
  • Must be able to maintain a high degree of confidentiality and discretion.
  • Must be able to adjust work schedule to accommodate special projects as necessary, including periodic night shifts and weekend coverage. Must be able to respond to emergencies 24 hours a day, 7 days a week. Must possess a valid driver's license,
  • Extensive experience with computer software, such as: Microsoft Word, Access, Excel, Power Point, Outlook, Mainframe Software, etc.
 
Preferred Qualifications:
  • Graduate level degree in Environmental or Occupational Science.
  • Certified Safety Professional, through the Board of Certified Safety Professionals.
  • NYSDOL Asbestos Supervisor or Project Designer
  • Knowledge of laws and regulations pertinent to commuter railroads and prior experience in a union environment are preferred. Comprehensive knowledge of Asbestos, Lead, IAQ, New York State Labor Codes and Regulations, and applicable technical standards. Experience in the Development, Oversight and Administration of Corporate policies and procedures. 
  • Experience in a wide range of Occupational Safety and Health disciplines including indoor air quality, airborne contaminates, asbestos abatement, lead abatement and microbe abatement, industrial hygiene, and OSHNPESH compliance.
  • Experience in a wide range of Environmental Quality and Health disciplines including site assessments, hazardous waste, air and water permitting, and spill control and cleanup.
  • Experience in dealing with Regulatory Agencies including New York State's PESH, DEC, DOL and the US-EPA.

In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview.
