Summary:
The Drug and Alcohol Technician - Mobile performs drug and alcohol testing that is required to remain compliant with FRA regulations under CFR Parts 40 and 219 pertaining to Federal Random Drug and Alcohol testing and Non-DOT (Company Authority) testing. Testing is performed around the clock on all days of the week, across the Metro-North operating territory. The position's duties include recordkeeping and other administrative duties, as well as responding to investigations as required. 
Responsibilities:
  • To administer Federal drug, alcohol, and oral fluid tests and pertinent documentation in accordance with guidelines by the Federal Railroad Administration to administer both federal and company tests in accordance with guidelines set forth by the Federal Railroad Administration as well as Metro-North ‘s company policy.
  • To administer drug, alcohol and oral fluid tests for both reasonable suspicion and reasonable cause under the auspices of both Federal requirements as well as company requirements as pertaining to the Code of Federal Regulations and the Metro-North’s company policy.
  • Administrative duties as assigned for the processing and filing of paperwork.
  • Attend company investigations as a witness when necessary, and any other aspects pertaining to drug and alcohol programs as directed by the Regulatory Oversight Department.
  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Other duties as assigned.
Knowledge/Skills/Abilities:
  • Positions requires 24-hour/7 days a week on call availability, including ability to travel to remote sites at all times.
  • Must have knowledge of collection procedures as required by the Department of Health and Human Services.
  • Must have knowledge of Federal Regulations pertaining to drug and alcohol testing, in particular Regulations 219.601, 219.607, 382.305, Part 40 and must comply with all of Part 40.33 Code of Federal Regulations.
  • Must have an ability to effectively interface with employees, management and customers.
  • Excellent verbal and written communication skills.
  • Positions requires 24-hour/7 days a week on call availability, including ability to travel to remote sites at all times.
  • Must always maintain confidentiality and integrity in the testing process.
  • Proficiency in and/or ability to learn to work with all internal levels within a given organization.
  • Proficiency in and/or ability to learn communicate and interact well with external agencies.
  • Proficiency in and/or ability to learn analytical and/or quantitative skills.
  • Demonstrated proficiency in or ability to learn the Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.
Education and Experience:
  • High school diploma, General Equivalency Diploma (GED), or Test Assessing Secondary Completion (TASC).
  • Minimum of three (3) years of experience in drug and alcohol testing, to include a complete understanding of chain of custody procedures.
  • Must have a valid driver's license.
The Following is/are preferred:
  • Associate’s degree in a related field
  • Familiarity with transportation and/or railroad operations experience.
  • Familiarity with the MTA’s policies and procedures.
Other Information
  • May need to work outside of normal work hours (i.e., evenings and weekends)
  • Travel may be required to other MTA locations or other external sites.
