This position is eligible for teleworking, which is currently one day per week. New hires are eligible to apply 30 days after their effective hire date.

Position Objective:

This position Manages a team that’s responsible for coordinating and directing the negotiations and assessment of performing quantitative analyses of contractors’ proposed pricing and negotiating prices with contractors, in addition to this position performs the following with respect to complex or high dollar procurements, including rolling stock procurements and other requests for proposals: preparing cost and price analyses; detailed analyses of contractors price and cost proposals; formulates negotiation positions; negotiates prices or sole source contracts, contract modifications, and other procurement actions; prepares written narrative summarizing negotiations and their results and briefs senior management on price-related issues.

Responsibilities:

  • Select, develop, and motivate personnel within the department.
  • Provides prompt and effective coaching and counseling to staff.
  • Review performance of staff.
  • Work with senior management to create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Plans strategies for complex procurements and acquisitions for major investments.
  • Leads an inter-departmental procurement team in developing solicitations, negotiations, and overseeing the award process.
  • Assess long-term cost implications of procurement decisions.
  • Devise, coordinate and implement procurement strategies that account for multidepartment/agency requirements while maximizing competition within the selected marketplace.
  • Oversees a team that performs market research to determine best method of meeting MTA requirements.
  • Researches and attains knowledge of program, regulatory and operational issues in order to assure that the negotiations address these needs.
  • Assists in MTA-wide programs involving all aspects of procurement, including conceptualization and planning of strategies, consolidation, shared services, product standardization, and development of best practices.
  • Develops and presents findings and recommendations to senior management and for responses to oversight agencies.
  • Drafts and negotiates contractual terms and conditions having to do with Pricing that are appropriate to the procurement of complex material, equipment, and systems.
  • Plans an effective strategy to achieve timely and properly regulated results.

Knowledge/Skills/Abilities:

  • Must have knowledge of financial assessment and good analytical skills.
  • Must have an excellent understanding of Word and proficiency in Excel, PowerPoint, and Access.
  • Experience in preparing and making presentations.
  • Must have a sound business sense and be able to deal effectively with contractors and vendors.
  • Excellent communication and strong interpersonal skills.
  • Excellent organizational skills.
  • Demonstrated ability to work with all internal levels within a given organization.
  • Demonstrated ability to communicate and interact well with external agencies. External agencies may include the Governor’s Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.
  • Demonstrated ability to work in a high-profile, high-pressure environment effectively.
  • Demonstrated ability to communicate effectively with key internal and/or external stakeholders.
  • Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.
  • Demonstrated ability to complete short- and long-term projects effectively and as
  • efficiently as possible.
  • Demonstrated analytical capabilities and quantitative skills.
  • Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, PowerPoint, and Outlook

 

Education and Experience:

  • Bachelor’s degree in finance, Business Administration, Transportation, Public Policy, or a related field, or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree; and
  • Minimum 5 years related experience.
  • Demonstrated supervisory and/or leadership abilities.

 

The Following is/are preferred:

  • Master’s degree in a related field.
  • One to three (1-3) years in a managerial, project management, and/or leadership role.
  • Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.
  • Familiarity with the MTA’s policies and procedures.

Other Information

May need to work outside of normal work hours (i.e., evenings and weekends)

Travel may be required to other MTA locations or other external sites.
