Summary
Responsible for protecting the interests of the LIRR by providing engineering services and construction inspection during construction projects or operations being performed by outside contractors who are operating on or adjacent to the LIRR Right of Way. Assist the Project Engineer / Manager in an investigation, inspections, review of submittals, and comments and prepare related correspondence as necessary regarding inspection findings to 3rd party contractors. Perform all investigations; and prepare reports and inspections of LIRR physical plant structures.
Responsibilities:
Responsibilities may include but are not limited to:
- Perform coordination and inspection of NYSDOT, NYCDOT and/or Third Party Contractors, and LIRR in-house forces during construction operations, which are on or adjacent to the LIRR ROW.
- Perform any assigned inspections of the physical plant of the LIRR (i.e., bridges, stations, platforms, culverts retaining walls, facilities, fences, concrete testing, etc.)
- Inspect the daily operations of any assigned maintenance contracts to include special work which may be required. Assist Project Engineer, Assistant Manager, and Managers with the review of project submittals and preparing responses, review F/A estimates, review 3rd Party estimates, agreements, and utility mark-out coordination as required. Prepare files, documents, and reports as per ISO 9001- 2000 standards.
- Attend seminars related to the professional field, LIRR training courses, and any other approved continuing education programs. Impart technical knowledge to peers and colleagues throughout the Engineering Department.
- Actively participate in creation and maintenance of a safe work environment following corporate and Engineering Department guidelines and safety policies. Lead by example.
- Perform tasks as requested by Sr. Management including but not limited to report writing, document review & response, emergency inspection, accident investigations.
Qualifications
A)
- Bachelor’s degree in engineering or related field required. Demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree, subject to approval.
- Professional-related inspection experience, either with engineering consultants and/or State/City Agencies.
- Must possess experience performing field inspections of structures and/or coordination of construction operations with engineering consultants, contractors and/or city/state agencies (minimum 3 years).
- Must possess the knowledge and background required to carry out the activities of engineering principles and practices including bridge inspections.
- Must possess effective oral & written communication and organizational skills with the ability to write inspection reports.
- Must possess proficient computer skills.
- Must possess an intimate knowledge of practices and procedures of the construction industry and facilities systems and equipment.
- Must possess a construction and facilities systems background to recognize and analyze and provide solutions to problems.

- Must possess knowledge of related contract specifications development and preparation of requisitions.
- Must have familiarity with Microsoft Access, Excel, PowerPoint, Microsoft Project, and AutoCAD software.
- Must be able to read and interpret contract drawings and specifications.
- Must be able to communicate effectively with contractor personnel & document review skills.
- Must be able to assist in coordination of the efforts of all LIRR personnel involved in projects.
B)
- Fundamentals of Engineering (F.E. or EIT) /or NYS Professional Engineer’s License
- Experience estimating for quantities and duration.
- Knowledge of LIRR system and operations.

In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e., physical, written, and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make-up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance. Not all qualified applicants are guaranteed an interview due to the competitive selection process. A medical examination and safety-sensitive drug/alcohol test may also be required.
