*This position is eligible for telework which is currently one day per week.  New hires are eligible to apply for telework 30 days after their effective date of hire.

 

 

SUMMARY:

 

Lead the alignment of security and law enforcement solutions and assets through strategic

planning and evaluation, effectively aligning MTA information technology business requirements

and the forward-thinking objectives of MTA security mission. Responsible for the MTA’s

emerging security solutions, analyses, evaluations, and research activities for the purpose of

making Security more efficient, productive, and secure. Partner closely with the MTA’s

Information Technology (IT) department leads and business units for the purpose of conducting

research, evaluation, and recommendations of solutions to enhance and/or support applications,

infrastructure, telecommunications, and day to day operations.

 

RESPONSIBILITIES:

  • Direct the team that monitors, analyzes, synthesizes, and reports on emerging security solutions, continuous improvements, and security information sources in order to inform the overall MTA security technology strategy. Typical sources include MTA Police Department (PD), the MTA IT department, other MTA agencies, as well as external agencies, such as federal, state and local law enforcement, foreign and domestic intelligence resources, industry groups and publications, etc.
  • Liaise with MTA IT to oversee and develop internal security technology systems, tools, and processes to enhance, support emerging Security solutions. Collaborate with MTA PD, external law enforcement agencies, and other necessary MTA agencies to gather, present, and share innovative technological advances for purposes of crime prevention and to maximize resources. Develop reporting tools to provide quality and scientific reports and data in collaboration with MTA IT. Present reports to Security and Police leadership regarding the emerging solutions needs of agency Security and Police operations.
  • Research, evaluate and pilot new and emerging Security solutions that will have immediate and long-term effects. Develop the necessary systems, processes, and tools to improve the facilitation, collection, and sharing of knowledge that is generated by Security and law enforcement agencies with support from MTA IT.
  • Collaborate with educational partners, industry innovation professionals, and government agencies to share emerging technology projections for Security and law enforcement initiatives. Prioritize the future needs of the MTA in developing industry best practice technology solutions to modernize and streamline processes throughout MTA Security and MTA Police as well as external law enforcement agencies. May be responsible for piloting new and innovative products and techniques.
  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling of staff within the span of control of the role. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Coordinate and participate in efforts for longitudinal fiscal planning with law enforcement and security executive staff. Use data and analytics to draft plans for anticipated personnel needs during events, emergency response, and day to day operations. Identify areas where efficiencies can be made for improved utilization of MTA resources.

KNOWLEDGE, SKILLS, & ABILITIES:

 

  • Must have knowledge of technology program analysis, empirical research methods and procedures including data analysis techniques and analytical skills.
  • Must have experience with technology project management.
  • Must have Law Enforcement and/or Security crime analysis experience for operations deployment.
  • Must have experience meeting report filing deadlines for analysis reports with recommendations, strategy implementations and statistical findings at an executive level.
  • Demonstrated ability to analyze federal, state, and local law enforcement/ security interagency capabilities, investigative methodologies and authorities.
  • Must have knowledge of social media, Geographic Information System (GIS) mapping, and cyber intelligence resources for investigative purposes.
  • Must possess prior experience giving testimony or presentations before governmental entities or public safety and professional organizations.
  • A working knowledge of police and security activities.
  • High level of attention to detail is required.

  • Demonstrated ability to work with all internal levels within a given organization, including the MTA Board.
  • Demonstrated ability to communicate and interact well with external agencies.
  • External agencies may include the Governor’s Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.
  • Demonstrated ability to work in a high profile, high pressure environment effectively.
  • Demonstrated ability to communicate effectively with key internal and/or external stakeholders.
  • Must have strong supervisory skills to effectively direct professional staff and technical employees in implementing the short- and long-term goals and direction for the area(s) of responsibility.
  • Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.
  • Demonstrated proficiency in Statistical software, Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.

 

EDUCATION & EXPERIENCE:

 

  • Bachelor’s degree in Security, Criminal Justice, Homeland Security, Information Technology, Computer Science, Psychology, Sociology, Public Administration, Public Policy or a related field from an accredited college or an equivalent combination of education from an accredited college and experience may be considered in lieu of a degree. An advanced degree in a related field may be substituted for a maximum of two years’ related experience.
  • Minimum 10 years’ professional experience in Security and/or law enforcement operations planning and developing emerging security resources recommendations, implementing strategies, and preparing reports, including at least 3 years in a department head role in a multi-faceted, organization or governmental body preferred, or a minimum 5 years’ leadership/supervisory experience.
  • A current driver’s license is required to operate company vehicles.

 

PREFERRED:

 

  • An advanced degree in related field.
  • A working knowledge of project management principles and/or data analysis, predictive analytics and experience in their application is desirable.
  • A working knowledge and understanding of the following are highly desirable: Federal, State, and NYC security and penal regulations and laws.
  • Familiarity with the MTA’s policies and procedures.
  • Familiarity with the MTA’s collective bargaining procedures.

 

 

GENERAL:

 

          May need to work outside of normal work hours (i.e., evenings and weekends)

          Travel may be required to other MTA locations or other external sites.

          May need to respond to emergency situations on a 24-hour basis.
