This position will assist the Construction Manager (CM) in overseeing the construction activities of large water infrastructure projects, including dams, levees, pipelines, penstocks, tunnels, pump stations and other related facilities, ensuring that all operations are executed efficiently, safely, and in accordance with project specifications and timelines. This position will play a critical role in managing and overseeing all aspects of contract administration for projects in Southern California, including ensuring compliance with contract terms, managing subcontractor agreements, facilitating communication between stakeholders, and maintaining project documentation to ensure timely delivery and adherence to project plans and specifications.
 
The ideal candidate will have experience working in this role on dams or other large water infrastructure projects, and a history of successfully supporting a construction services team. 
 
Essential Responsibilities & Duties 
  • Support the Construction Manager in the overall management of construction activities.
  • Assist in planning, coordinating, and supervising daily operations on the construction site.
  • Monitor compliance with contract terms, conditions, and obligations.
  • Lead and manage site personnel, subcontractors, and suppliers to ensure effective teamwork and project execution.
  • Assist in developing and maintaining project schedules, ensuring milestones are met.
  • Monitor project expenditures and assist in budget management, identifying areas for cost savings.
  • Ensure compliance with project specifications, quality standards, and regulatory requirements.
  • Conduct regular inspections and audits of work performed, addressing any deficiencies promptly.
  • Facilitate communication between project stakeholders, including engineers, architects, and regulating authorities.
  • Attend and facilitate project meetings, providing updates on progress and challenges.
  • Identify potential issues and risks on-site and develop mitigation strategies in collaboration with the CM.
  • Resolve conflicts and challenges that arise during construction activities in a timely manner.
  • Maintain accurate records of site activities, progress reports, and safety documentation.
  • Maintain accurate records of contract documentation, including proposals, change orders, correspondences.
  • Prepare and submit regular reports on contract status and performance metrics to the CM.
  • Prepare and submit reports to the CM on project status, challenges, and accomplishments. Serve as the primary point of contact for all contract-related inquiries.
  • Manage and document change order processes, ensuring proper authorization and tracking.
  • Evaluate and negotiate contract modifications and claims for additional compensation.
  • Identify potential risks associated with contract performance and propose mitigation strategies.
  • Assist in the development of budgets and financial forecasts related to contract performance.
  • Monitor contractor invoices, ensuring alignment with contract terms and project milestones.
      Minimum Qualifications 
      • Minimum 5 years of experience in construction management services
      • Experience working in this role on at least one dam or other large water infrastructure project
      • Experience managing construction services for public agency clients
      • Experience with MS Project, Primavera, Microsoft Office
      • Ability to lead multiple projects/tasks simultaneously
      • Desire and ability to work in a fast-paced environment
      • Strategic, big picture thinker with an analytical and technical orientation
      • Authoritative, quick decision maker based on knowledge and experience
      • Experience with construction specifications, inspection procedures and construction contract administration
      • Experience managing client relationships
      Preferred Experience
      • Professional Engineer (P.E.) in the State of CA; or a Certified Construction Manager CCM
      • Experience with Construction Management software, such as Procore
      • Experience in dam construction or heavy civil projects is highly preferred
