Contractor Manager for Mixed Waste Management Facility

Description

WESTON is seeking an experienced Project Manager/Contractor Manager to have overall responsibility for contract work performed by Radioactive and Mixed Waste Management Facility (RMWMF) and Stewardship and Analytical Services contractor personnel at Sandia National Laboratories, Albuquerque, NM. The right candidate will have at least 10 years of experience in waste management and have an active DOE Q Clearance.  

Location: Albuquerque, NM

Knowledge, Skills & Abilities: 

  • Bachelor’s degree (environmental management, environmental science, or sustainable practices) and 10 years of experience or at least 15 years of combined education and experience in waste management
  • An active DOE Q clearance
  • 5 years of personnel management experience.
  • At least 3 years of experience working at a waste facility operating under a RCRA permit or interim status.
  • Extensive experience with, and knowledge of, 40CFR, 49CFR, 10CFR, 29CFR requirements.
  • Able to understand and articulate project scope based upon RFP and/or contract
  • Superior communication skills (both written and verbal) and ability to listen to internal team as well as clients to learn and understand their needs.
  • Ability to react effectively to changing conditions, and collaborates as needed.  

Note: At the discretion of the Sandia Delegated Representative (SDR), an individual whose education, training, experience, knowledge, and skills are presented as equivalent to those listed above may be approved. 

Desired, but not mandatory, qualifications include: 

  • HAZWOPER 40-hour training, current 8-hour refresher and 8-hour supervisory training.
  • Strong knowledge of work planning and organizational skills, as applied to waste management activities and procedures.
  • Working knowledge of safety requirements and procedures as applied to hazardous waste movement, processing, and storage. 

 Responsibilities:

  • Managing the on-site team and expenses to ensure that contract requirements and goals are met. This will be supported by the resources from the home office.
  • Directly supervising Contractor personnel and addressing personnel issues with support from Corporate HR department, ensuring personnel perform work in a safe and compliant manner, and ensuring that personnel possess and maintain the proper training and qualifications for the assigned position.
  • Ensuring that facilities are operated and Contractor personnel are in compliance with applicable permits and Federal and State regulations, DOE Orders, Sandia ES&H procedures, Sandia Corporate Policy, and applicable department technical work documents.
  • Communicating activities and issues to the SDR and other Sandia personnel.
  • Ensuring that formality of operations is applied in an appropriate graded approach to all Contractor activities performed at waste management facilities.
  • Ensuring operations/activities at all Sandia locations are staffed appropriately.
  • Assemble the project team, and manages the project scope; schedule, and budget to ensure Weston’s commitments and financial goals are met. 
  • Leads efforts to drive project underruns, identify project risk and risk mitigation
  • Manage the project teams by clearly communicating expectations for project requirements, scope, schedule and budget.  
  • Manages quality and H&S
  • Management and communication of project changes with the client, the project team, and management as appropriate.
  • Consistently meets planned project profitability and metrics (NIBT, profit margins, DSO, etc.) on routine projects with relatively few risks.
  • Timely and accurate submittal of invoices. Monitoring and reporting of the status of accounts receivable and recommends appropriate action on overdue accounts
  • Assists with proposal efforts, including costing and profitability planning
  • Procures additional follow-on work of similar type from stakeholders
  • Creates a positive work environment providing open communication and encouraging high quality team and client connections.
  • Builds connections with major stakeholders to achieve project objectives.
  • Develops an understanding of stakeholder organizations to ensure successful partnering while building trust and engaging several stakeholders in development of project quality pledge.
  • Resolves stakeholder and team conflicts with support from other managers.
  • Identifies project management talent on projects and encourages their development and empowerment
  • Compliance with Weston purchasing and subcontracting requirements.
