The role of the DoD Site Manager is to perform site management tasks related to construction on federal sites. They coordinate closely with local points of contact at the facility, the project manager, and subcontractors. They always maintain health and safety requirements and quality control of the site. They document all project activities to ensure all project stakeholders remain informed throughout the project field effort.

Knowledge, Skills, and Abilities:

  • Bachelor’s degree (4-years, accredited) in construction management or equivalent with minimum of 8 – 12 years of experience in general construction. Alternatively, a construction person with 10 years or more in related construction quality management work.
  • Knowledge of Federal Acquisition Regulations as they pertain to subcontractor oversight.
  • Experience working with general construction including but not limited to Site/Civil work, Architectural, Plumbing, HVAC, Electrical, Communications, Controls and Security is required.             
  • Experience with USACE and EM-385-1-1.
  • Prior experience as a USACE CQC System Manager and are current on CQM certification.
  • Experience with the USACE Resident Management System (RMS) Contractor’s Module is preferred.
  • Experience reading drawings to verify that the construction is being completed as detailed on the drawings.
  • Experience completing Daily QC Reports and maintaining Deficiency Logs
  • Strong verbal and written communication
  • Must be highly organized.
  • Proficient with Microsoft Office suite
  • Demonstrated ability to carry out work independently.
  • Secret Security clearance is a plus, but not required.
  • 40-Hr HAZWOPER with current 8-Hr HAZWOPER Refresher and OSHA 30 Hr construction safety certification preferred.
  • Current CPR/First Aid training certification.
  • Valid Driver's License and reliable transportation.
  • Experience in supervising remediation and construction projects.
  • Ability to read and understand plans, specifications, schematics and other construction documents.
  • Ability to check grade and verify elevations using a laser.
  • Experience with multiple trades including but not limited to Site/Civil work, Architectural, Plumbing, HVAC, Electrical, Communications, Controls, and Security is required.
  • Understanding of proper safety procedures and recognition of hazards
  • Ability to identify and meet our customer’s needs, expectations and requirements.
  • Must have the ability to interact effectively and professionally with all levels of employees, both management and staff alike, vendors, clients, and others
  • Must be flexible and willing to work overtime as needed, including weekends.
  • The job entails physical demands while performing the duties of this job. Must be able to lift and carry 50 lbs without aid.
  • Past experience with power projects and energy resilience (Preferred)

 

Expected Outcomes:

  • Manage and coordinate all aspects of the planned field activities.
  • Communicate and meet with client project delivery team, PM, COR.  Ability to work through challenging issues with client team to develop mutually acceptable solutions.
  • Interface with third parties related to construction activities.
  • Review construction specifications and drawings.
  • Review constructability of design elements
  • Assist in preparing a Subcontractor's bidder list for all construction contracts.
  • Assist in the evaluation of construction bids and provide recommendations.
  • Coordinate and schedule required subcontractors for each project.
  • Review subcontractor schedule and work plans.
  • Determine the quantity and volume of materials (needed, excavated, disposed of) and timing of delivery to perform work.
  • Perform daily reporting of labor, equipment, and material utilization, along with daily production (essential for tracking daily job costs).
  • Review approved budget against actual job costs and production factors with the Program Manager.
  • Responsible for the scope of work and identifying change order conditions.
  • Assist the management team in reviewing and approving subcontractor invoices.
  • Perform Health and Safety related activities.
  • Responsible for cost and schedule execution and reporting of construction activities including preparing and maintaining accurate daily notes, daily reports, and field logs.
  • All other duties as assigned by the Program Manager.

Compensation will vary based upon experience, education, skill level, and other compensable factors. 

Salary Range: $75,000 - $100,100 - $125,000
