We work with our clients in both the public and private sectors to help identify, solve, mitigate and manage critical environmental issues to help clients achieve a more sustainable future.  We are looking for a Subcontracts Administrator 2 in our West Chester, PA headquarters.

The Subcontract Administrator 2 conducts federal and non-federal procurements of the highest complexity and/or provides appropriate counsel and business risk analysis as assigned by functional management ensuring that maximum value is received and minimum risk is assumed by WESTON.  He/she performs certain supervisory functions within projects and acts as liaison with the Project Manager to ensure project objectives related to subcontracts are met.  

Expected Outcomes

  • Prepare detailed RFP packages for highly complex purchased equipment or services in support of contract and non-contract requirements: prepare/integrate scope of work; prepare detailed RFP cover letter and proposal guide (as necessary), select general, supplemental and special terms and conditions appropriate to work scope, and obtains technical specifications and ensures consistency with client contract requirements and other supporting technical data.

  • Review client contracts and prepares supplemental flowdown provisions appropriate for the complexity of the anticipated subcontracting.

  • Conduct detailed analyses of incoming proposals including cost/price, evaluates compliance with RFP requirements related to schedule/risk and exceptions to general, supplemental and special provisions.

  • Based on analyses performed, prepare appropriate risk positions as coordinated with the Project Manager and negotiate all elements of subcontractor proposals to ensure maximum value is received and minimum risk is assumed by WESTON.

  • Prepare detailed notification and request for consent packages in sufficient detail as required by WESTON's client contracts, follows up with and/or makes presentations to contracting officers, as necessary, to ensure that timely consents to subcontract are received to support overall project schedules.

  • Prepare procurement files consistent with the complexity/value of the subcontract, client type, and WESTON's established procedure to withstand all agency, client, or internal audits.

  • Provide subcontract administration support as required by the Project Manager: expedites performance and all contractual deliverables; change order management and processing; resolve disputes; manage overall subcontractor schedule; document subcontract administration; perform subcontract closeout.

  • Prepare and present subcontract status reports (verbal/written) appropriate with the needs of the client contract and desires of the Project Manager.

  • Act as primary project procurement liaison to various project managers providing appropriate procurement planning and execution counsel to minimize cost and schedule risks.

  • Supervise project procurement personnel as necessary to accomplish planning and execution of project procurement per schedule.

  • Act as primary project proposal cost representative in providing procurement costing support to proposal managers. Supervises procurement personnel as delegated by Management to support achieving timely proposal costing effort.Prepares appropriate labor hour estimates for review by functional management prior to proposal input.

  • Provide expert counsel on all matters related to subcontracting and procurement activity keeping functional management aware of resource needs to accomplish tasks as defined by the Project Manager.

  • Prepare appropriate instructional materials related to the needs of operations personnel.

Knowledge, Skills & Abilities

  • Bachelor’s degree or equivalent experience, plus minimum 6 to 8 years related experience.

  • Must have contract management experience, with 4 years of Federal Procurement experience.

  • Strong writing and verbal communication skills.

  • Able to meet time sensitive deadlines and carry out multiple priorities simultaneously.

  • Able to analyze data and resolve issues.

  • Must be detail oriented.

  • Travel may be required.
