WESTON is seeking a Program Manager to help expand our Water Quality Practice in our Carlsbad office.  The Program Manager is the lead individual responsible for developing clients, securing contracts, and mining the contracts to their maximum business potential to ensure corporate and strategic goals are met.  Only candidates with business development, demonstrated project management experience, relevant subject matter expertise, and a successful working history with public agencies in Southern California will be considered for this position.  

Required Knowledge, Skills & Professional Background

  • B.S. plus fifteen (15) years of experience, or M.S. plus ten (10) years of relevant surface water quality and TMDL experience with state and local government clients. Master’s preferred with appropriate level of experience demonstrating a progressive increase in financial, management, and sales accountability.
  • Direct knowledge of water quality permits including; California state-wide water quality regulations, Water Quality Control Board Region 4, 6, and 9 Basin Plans, San Diego, Riverside, Orange County, and Los Angeles NPDES Permits, local TMDLs, and other critical regulation. 
  • Demonstrated expertise in stormwater or other environmental practice
  • Strong entrepreneurial interest to engage clients and identify new project opportunities.  Prior experience leading team or practice area growth is required.  Prior success establishing and meeting sales and revenue goals is required.
  • Possesses excellent communication and public speaking skills using Power Point or similar.  Possesses the ability to convey technical messaging in plain language.

Job Duties:

  • Ensures execution of all work professionally, safely, and ethically according to company values.
  • Assists with strategic and operational business management by participating in annual planning processes, market sector growth plans, sales and revenue forecasting.
  • Identifies specific project and client opportunities in selected markets to achieve sales and revenue goals within defined profitability levels and risk thresholds.  Creates and tracks advanced capture plans and client account plans.
  • Leads in the development and negotiation of proposal scope, budget, and schedule.  Develops win themes and project teaming for statement of qualification submittals.  Serves as a principal role on project interview teams. 
  • Leads day to day client communication and assists with establishing and solidifying client relationships.
  • Keeps abreast of company capabilities through internal networking and promotes such capabilities to clients.
  • Maintains a visible and positive image through regular participation in professional organizations, conferences, etc.
  • Assists with staff recruiting and mentorship
  • Supports projects/clients outside of Southern California based upon project needs. Occasional travel required.
  • Initiates and assists in preparation of promotional material to enhance marketing initiatives and activities.
