What You’ll Do:     
The Land Administrator and Declarant Services Manager supports the Land Development Managers and the Vice President of Land Development in executing projects efficiently. Responsible for ensuring that all activities align with the project's business plan and adhere to the various stages of the development process. Project execution includes HOA oversight and management, due diligence, design, entitlements, construction, development completion and opening, warranty and closeout.     
     
Your Key Responsibilities Include:     
  • Oversee the establishment of each Homeowners Association (HOA) and ensure compliance with regulations.
  • Manage the creation of Covenants, Conditions, and Restrictions (CCR), Bylaws, and Design Guidelines for each community.
  • Contract and supervise management companies for each community.
  • Review and organize HOA financial documents and implement collection policies, including monthly Accounts Receivable (A/R) review.
  • Ensure the HOA information spreadsheet is current and accurate, and update folders for each community.
  • Attend HOA meetings and events and serve on the Board of Directors for each community. Review and address Architectural Control Committee (ACC) requests.
  • Review and decide on non-standard maintenance items and improvements, consulting with Land Development on community enhancements.
  • Advise on amendments to CCR/Bylaws and ensure proper submission of all properties to each HOA.
  • Conduct quarterly site visits to all communities, promptly receiving and responding to inquiries.
  • Facilitate HOA turnovers and perform due diligence for potential acquisitions.
  • Provide the CBU vendor with address lists for all communities, receive CBU keys, and label them according to the Post Office's addressing layout. Troubleshoot issues and coordinate with contractors to resolve them.
  • Facilitate the bonds/sureties process by collecting necessary information and signatures to request bonds, receive and obtain signatures on bonds, file scanned and executed bonds, and ensure delivery of the originals to the Land Development Manager.
  • Distribute monthly bond reports, collect updates, and organize them for submission to Corporate.
  • For NPDES/Stormwater, ensure all new properties have prepared Notices of Intent (NOIs), submit the NOIs and Sampling Reports, and organize stormwater permits and Notices of Termination (NOTs) into appropriate folders. File all weekly inspection and sampling reports.
  • Conduct quarterly meetings with Path Light Pro.
  • Prepare and file Notice to Contractors (NOCs) when land/ lots are first purchased and again upon platting. Track NOCs and periodic distribution.
  • Receive and distribute Community Land Notes monthly, organize and send responses to them.
  • Notarize documents as requested.
  • File various easements.
  • Coordinate signatures from the VP of Land Development.
  • Hold bi-weekly calls with Comcast/ATT/utility and LDMs, coordinate the execution of Comcast/ATT/utility contracts, and manage installation complaints.
  • Ensure the completion of Community Information Files.
  • Perform other duties as needed or assigned.
     
What You Have:     
  • Comfortable speaking publicly, with excellent verbal and written communication abilities.
  • Strong computer skills in navigating and finding information effectively on the internet.
  • Exceptional organizational and time management skills with attention to detail.
  • Proficient in Microsoft Project, Word, Excel, and Access.
     
Your Education and Experience:     
  • A Bachelor's degree in a related field or an equivalent combination of education and experience.
  • At least 3 years of experience in Real Estate Development project design, entitlement/permit processing, final platting, and project management
