The Instructional Designer is responsible for the design, development, implementation, coordination, and administration of online learning experiences within the Public Safety division of Tyler Technologies. This role focuses on creating scalable eLearning content for public safety clients and employees and administering the Tyler University Learning Management System (LMS).

Responsibilities

  • Design and develop eLearning and video-based training content related to Tyler Technologies Public Safety software applications and internal systems for clients and employees.
  • Leverage Tyler University (LMS) to deliver, manage, and track learning programs, certifications, and user progress.
  • Edit, maintain, and continuously improve recorded video and eLearning content for internal and external audiences.
  • Collaborate with cross-functional teams (Support, Development, Implementation) to identify training needs and develop scalable learning solutions.
  • Review and provide peer feedback on eLearning modules and video content created by team members.
  • Support and maintain onboarding plans for new hires and transitioning employees, including scheduling, coordination, and delivery of initial learning activities.
  • Coordinate virtual training logistics including scheduling sessions, managing materials, and tracking attendance.
  • Ensure learning content supports a variety of learning styles with an emphasis on self-directed, digital-first learning experiences.
  • Assist in the creation and rollout of training for new processes, system updates, and product enhancements.
  • Prepare reports as assigned.
  • Perform other related duties as assigned.

Qualifications

  • Bachelor’s degree in Instructional Design, Education, Communications, or a related field or equivalent practical experience.
  • Candidates with public safety industry experience (Law Enforcement, 911 Dispatch/Communications, Records, Fire, and/or EMS) who have delivered training, led instruction, or supported onboarding may be considered in lieu of a degree.  Industry experience is a plus.
  • Experience administering or working within a Learning Management System (LMS) is a plus.
  • Proficient in Microsoft Office – Word, Excel, Outlook & PowerPoint.
  • Prior experience with eLearning authoring tools such as Adobe Captivate, Camtasia, or similar platforms is a plus.
  • Familiarity with tools such as WellSaid Labs or other AI-based content creation tools is a plus.
  • Experience with instructional design methodologies such as ADDIE is a plus.
  • Ability to manage multiple priorities and adapt quickly in a fast-paced, technical environment.
  • Strong communication skills with the ability to engage effectively with both internal teams and external clients.
  • High level of professionalism with a collaborative, team-oriented mindset.
  • Strong organizational, time management, and presentation skills.
  • Ability to analyze data and translate insights into improved learning experiences.
  • Some travel required and valid driver’s license required.
