Principle Accountabilities:

Health, Safety, Security, and Environmental (HSSE):

  • Conduct Meetings: Facilitate weekly toolbox meetings and monthly HSSE meetings at the Rome terminal.
  • Implement Regulatory, HSSE and Operations Actions: Execute recommendations from inspections, audits, and complaints, maintaining proper documentation of actions taken.
  • Training and Inductions: Train new employees and contractors on HSSE procedures and ensure compliance with PPE policies.
  • Incident Reporting: Report and investigate all work-related incidents promptly, ensuring corrective actions are implemented.
  • Security Management: Monitor security operations, including access control and CCTV systems, while maintaining ISPS certification.  May be delegated as assistant PFSO.
  • Emergency Services Coordination: Assist in maintaining effective relationships with emergency services and industry partners.  Collaborate with the HSSE team on tests, drills and simulations.
  • Compliance and Audits: Assist in conducting risk assessments, self-audits, and inspections to ensure compliance with POEMS, ISO 9001 and ISO 14001 standards.
  • Accomplish annual Observation and Hazard ID targets.

 

Operational Management:

  • Day-to-Day Operations: Assist in managing the Rome terminal's daily activities, including staff supervision.  Conduct appropriate checks on equipment to assure operational readiness and safe operations controls.
  • Budget Management: Support the preparation and management of annual OPEX and CAPEX budgets; track expenses and recommend cost-saving initiatives.
  • Supplier and Contractor Management: Maintain relationships with suppliers and contractors, ensuring adherence to procurement guidelines.
  • Stock and Inventory Management: Monitor inventory levels, prepare stock reports, investigate variances, and ensure compliance with Group standards.

 

Petroleum Handling and Compliance:

  • Fuel, lubricants, additive and LPG Management: Supervise the receipt, storage, and transfer/ distribution of petroleum products, ensuring adherence to standards and proper documentation.
  • Bunkering and pipeline Operations: Oversee loading of vessels at Rome and pipeline transfers, resolving complaints and ensuring accurate reporting and documentation.  May be called to support Gysbi where needed.
  • Appropriately escalating all operations and maintenance issues as per SOPs.
  • Liaising with key stakeholders on fuel supply and distribution.

 

General Responsibilities:

  • Permit Administration: Review and manage all permits to control risks and maintain compliance.
  • Contract Management: Provide support in preparing and managing contracts for contractors.
  • Provide supervisory oversight of all Rome activities during shift.

Qualification Requirements:

  • Bachelor’s degree or equivalent experience in Operations, Engineering, or a related field.
  • Knowledge of HSSE regulations and ISO standards (9001, 14001).
  • Strong organizational and communication skills.
  • Experience in inventory and budget management.
  • Ability to lead training sessions and conduct audits.
  • Familiarity with petroleum handling and compliance requirements is an advantage.

Other Competency Requirements:

  • Must be computer literate with proficiency in MS Outlook, MS Word, Excel, Projects and PowerPoint. Knowledge or awareness of ERP systems is an asset.
  • Knowledge of the Guyana market and operational methods of people in the area.
  • Numerate with the ability to analyze data such as reviewing supplier and contractor quotations and stock intake/out take reconciliations and anomalies as they occur.
  • Able to self-plan, motivate and deliver results.
  • Demonstrates enthusiasm and an attitude to work well with others in teams.
  • Excellent interpersonal relationships.
  • Good negotiation and interpersonal skills.
  • HSE and Emergency Codes compliance.
  • ISPS certification by the Guyana Government would be an asset.
  • Possess the ability and initiative to meet deadlines and manage budgets.

  • Must work within a shift system.
  • Adaptable and flexible.
