ABOUT THE OFFICE      
The Finance Office plays an integral role in the success of the University ensuring responsible stewardship through financial performance and strategic procurement, with a view to financial sustainability and growth. The Finance Office implements an operating model that enables a greater level of engagement across the University supporting the identification and prioritisation of initiatives that deliver operational efficiencies and provide reporting solutions that inform decision-making.   
 
ABOUT THE ROLE      
The Payroll Manager is the University's specialist in relation to payroll, superannuation, benefits, and payroll compliance and is accountable for delivering end to end payroll that is compliant with all industrial instruments and legislative requirements. The position is responsible for the efficient, effective, timely and accurate delivery of the payroll function for the University to support its strategic and operational needs. Managing the processing of fortnightly pay cycle across award, enterprise agreement and individually contracted employees, ensuring employees are paid in line with their respective terms and conditions and legislative requirements.
Key Responsibilities      
  • Ensure the end-to-end payroll processes are implemented accurately and timely including employee payments, Single Touch Payroll reporting, salary packaging, separation payments, leave management as per contracts, awards, industrial instruments, and all relevant legislative requirements.
  • Ensuring all employees are paid in accordance with legislation, industrial instruments, awards and internal policies and procedures.
  • Support internal and external audits and take the lead in responding to legislative compliance requirements. Ensuring appropriate controls are in place through the end-to-end payroll processes. Interpret new legislation impacting payroll and proactively recommend the implementation of changes regarding payroll and tax procedures.
  • Achieve performance criteria established by UniSuper are met within the time constraints set by the fund.
  • Prepare management reports and undertake required statutory reporting.
  • Maintain strict confidentiality and ensure all payroll information and records are maintained in accordance with statutory requirements.
  • Audit of fortnightly payroll, ensuring compliance with organisational procedures, letters of appointment, Awards, and legislative requirements.
  • Lead the continuous improvement of our payroll practices to maximise the use of our technology. Driving efficiencies for the team and supporting our line leaders and employees being able to interact with our system and processes in a way that makes things easy. Along with overall responsibility for configure and maintain all associated time and attendance systems as well as all the applicable modules in PeopleSoft.
  • Oversees the management of overpayments, advances, timely payment to employees, superannuation funds, terminations.
  • Provides expert advice regarding changes in legislative and taxation requirements relating to payroll, superannuation, employee benefits; and other complex HR and payroll-related remuneration and benefits matters. Partner with key stakeholders in the delivery of improvements across process and technology.
  • Supervise direct reports and manage workload of Payroll Team to meet operational requirements and lead the Payroll Team to deliver exceptional customer service to staff and the community and support a service delivery approach that is employee centric.
      
Qualifications, skills & experience      
  • Postgraduate or related qualifications plus extensive payroll experience; or extensive payroll experience and proven management expertise.
  • Significant experience in using complex HRIS and related payroll systems including PeopleSoft or other large payrolls such as SAP/ Ascender and a Time & Attendance software. High level proficiency in a range of computer-based applications including Microsoft Office programs.
  • Substantial experience in the supervision and management of a payroll function within a large and complex organisation.
  • Attention to detail and possess with a track record in identify and implement process improvements driving efficiencies while still maintaining the required level of governance.
  • Strong knowledge of current legislation, regulations, industrial instruments, and their application in relation to the payment of salaries, superannuation, and salary packaging.
  • Proven ability to coach, develop and share knowledge with others. Demonstrated experience in building and maintaining effective working relationships with a range of stakeholders, including the ability to lead, influence and work collaboratively with a range of internal and external stakeholders to bring about effective payroll processing and reporting functionality.
