Providing strategic long-term planning for water and wastewater facilities is an extremely important job for any community. As a Planning Engineer at Lehigh County Authority in Allentown, PA you are a superhero of the water industry conducting complex analyses related to protecting public health and the environment to meet the region’s service needs.  
  
What the job Looks Like  
Handling long-term water/wastewater facility planning, resource development, and stakeholder management, your work will be vital in supporting LCA’s goals in various areas, including operational efficiency, regulatory compliance, strategic planning, data/knowledge management, project delivery, asset management, and continuous improvement. Day-to-day you’ll;  
  • Lead internal compliance efforts and collaborate with municipal leaders to ensure environmental and regulatory compliance.
  • Coordinate with other LCA departments for smooth project handoffs while acting as a liaison with regulatory agencies for new water and sewer facilities.
  • Manage strategic water supply studies related to capacity planning, modeling, and optimization.
  • Develop systems to track economic growth and analyzing trends, leading regional or local Act 537 planning work, supporting economic analysis work, reviewing permitting requirements, and conducting or managing engineering studies.
  • Serve as a trusted technical resource on water and wastewater system planning matters and develop stakeholder involvement strategies to generate buy-in for new water and sewer facilities.
  • Assign, train, supervise, and evaluate personnel, and recommend personnel actions such as employment, promotion, transfer, demotion, retention, and salary increases.
  
Important Qualifications to Your Success  
  • Experience: 5+ years of water/wastewater utility, municipal, or private consulting engineering experience.
  • Education: Bachelor’s degree in engineering or technical degree with focus on water or professional engineering (PE) license,
  • Skills:
    • Demonstrate proficient asset management planning, water and sewer system master planning, or energy efficiency studies, distribution system hydraulic modeling, or equivalent water/sewer system design.
    • Knowledgeable about local, state, and federal regulations, including the Federal and State Clean Water Act, Safe Drinking Water Act, National Pollutant Discharge Elimination System amendments, municipal planning code, and PA Municipality Authorities Act, regulatory permits and programs in the State of Pennsylvania, particularly those related to water supply development and Act 537 planning for municipal wastewater systems.
    • Supervise staff, analyze significant utility planning issues, and prepare reports.
    • Maintain effective working relationships both internally and externally, plan, assign, train, supervise, and evaluate staff and their work, review, analyze, and make decisions and recommendations on significant utility planning issues, and independently oversee necessary administrative matters.
    • Excellent record-keeping and report preparation skills, as well as their ability to express themselves clearly and concisely, both orally and in writing.
