IREX seeks a Project Management Specialist to join the Finance Unit to play a key role in delivering on IREX’s commitment to increase financial transparency, uniformity, and mobile access through improved management systems, processes, and policies. Working with unit leads from Accounting, Field Finance and Budget, and Grants and Contracts, the Project Manager Specialist will coordinate the roll out, updating, and administration of IREX financial management systems as well as ad hoc initiatives to ensure that assigned projects are delivered on time and within budget.  Though this position will work with the entire Finance team on various projects, a key responsibility will be administration of organization-wide procurement processes, including the roll out of a new procurement management system, as part of the the Grants and Contracts unit.

DUTIES AND RESPONSIBILITIES

  • Work with Accounting, Field Finance and Grants and Contracts leads to develop realistic schedules and budgets for new finance initiatives
  • Monitor timeline and budget for ongoing projects, alerting unit leads about projected bottlenecks, delays and cost overruns, developing recommendations on how to mitigate issues and get back on track
  • Manage procurement of consultants and systems to support financial management initiatives
  • Develop new workflows, instructions and tools to support initiatives
  • Conduct workforce training
  • Use IREX internal communication systems to inform employees about changes that will impact their jobs
  • Coordinate the roll out and administration of new IREX financial management systems and procedures
  • Facilitate implementation of organization-wide procurement system
  • Build support for new initiatives among stakeholders
  • Assess training needs, identify training resources and schedule and give logistic support for all training

SKILLS AND EXPERIENCE

  • Bachelors degree in relevant discipline required
  • Minimum four years of applicable experience
  • Experience in project management for donor funded initiatives
  • Experience financial systems is required; prior experience with Deltek Costpoint preferred
  • Knowledge of 2 CFR 200, AIDAR, FAR regulations
  • Experience in budgeting and competitive procurement
  • Experience within an NGO that works in international development preferred
  • Experience working in a multi-cultural environment and instructing professionals in one-on-one and group settings
  • Excellent written and verbal communication skills
