Short-term Consultants: Technical and Vocational Education and Training Expert
Location: Global/Remote and/or Ramallah, West Bank or Gaza
IREX seeks qualified short-term Technical and Vocational Education and Training (TVET) consultants to provide technical inputs to the USAID Forsah TVET Activities in West Bank and Gaza. The Forsah TVET Activity supports TVET institutions to better prepare Palestinians graduates for the labor market, and to productively engage in local and regional economies.
The TVET Consultants must demonstrate expertise in technical and vocational education and training. The TVET Consultant will carryout short-term assignments to provide advising, technical inputs, and/or feedback to program activities, liaising with IREX and its partners in Forsah TVET implementation. The Consultant will provide technical assistance, revising materials, reviewing and strengthen plans, input to facilitation or guides for workshops and trainings, and/or input to knowledge products. The TVET Consultant will align their advisory services with Forsah TVET cross-cutting approaches. Consultants may in some cases design and/or lead activities directly.
Consultant is expected to conduct work remotely from their location. Only consultants with demonstrated authorization to work in West Bank or Gaza will be asked to conduct work on the ground. Consultants with direct knowledge of TVET context in West Bank and Gaza are encouraged to apply.
Summary of Responsibilities:
- Support the development of program activities by contributing to the technical design and leading the drafting of training or other implementation materials.
- Liaise with members of the team and other technical experts. Work collaboratively with the Forsah TVET team, consortium, and grant awardees to serve as a technical expert and mentor.
- Contribute to a smooth program operations and adhere to proposal timelines
- Support the development and strengthening of activity implementation plans.
- Provide individualized technical assistance to strengthen TVET programing.
- Provide technical guidance and strengthen the capacity of project and partner staff
- Work with program staff and partners to prepare knowledge products
- If appropriate, lead design and/or implementation of trainings or tools development.
- Other duties, as assigned
Required Skills and Qualifications:
- Bachelor’s degree (master’s preferred) in Education, Economics, International Development, social sciences, or a related field
- Minimum of eight (8) years of experience in technical and vocational education strengthening, workforce development, youth development, and/or private sector engagement
- Expertise in TVET, with extensive know-how in: effective private sector engagement including fostering linkages with TVET providers; TVET institution capacity building; TVET educator professional development; market-based curriculum and training program development; youth skills development; and or employee upskilling modalities.
- Experience developing training materials, workplans, and/or toolkits
- Experience working on programs focused on the MENA region strongly preferred
- Familiarity with USAID-funded TVET/workforce development programming is an advantage.
- In-depth knowledge of donor priorities, as they relate to education, TVET, and workforce development
- Demonstrated commitment to collaboration, reflection, and learning.
- Must be fluent in English
