IREX is an independent non-profit organization dedicated to building a more just, prosperous, and inclusive world by empowering youth, cultivating leaders, strengthening institutions, and extending access to quality education and information.

Working with stakeholders, USAID Pre-Service Teacher Education in Jordan Program is supporting partner public Jordanian Universities (University of Jordan, Hashemite University, Mu’tah University, and Yarmouk University) to successfully implement a pre-service teacher education program. The first cohort has been recruited last year and enrolled students are currently in their second semester of the diploma. Concurrently, IREX is also supporting the Government of Jordan to raise the status of the teaching profession and improve its systems, policies, and practices related to preservice teacher education. 

Consultancy Summary

The consultant will support the program to understand the universities’ key strength points, opportunities for improvement, and progress over time, through adapting IREX’s existing self-assessment process, and facilitating this to identify key priorities for organizational performance improvement, program quality, and sustainability of the new pre-service teacher education programs and its aims.

Duties and Responsibilities

Working closely with the Program’s technical team and reporting to the Program Director, the consultant will work on the following areas:

  • Working with 4 partner universities to identify their vision, mission, and desired outcomes for teacher education.
  • Identify key performance indicators and agree on tools to track progress toward these outcomes.
  • Mapping desired outcomes and key performance indicators to the existing assessment tool to create an integrated tool.
  • Facilitating a self-assessment process conducted with the 4 partner public universities using the adapted assessment tool.
  • Writing assessment reports in English, including strength points, opportunities for improvement, and key recommendations.
  • Working with 4 partner universities to identify performance improvement solutions/technical assistance needed to make and sustain desired performance improvements and writing a term of reference for this work  

Skills and Experience

Required Abilities and Experience

  • Minimum of 15 years of experience conducting strategic planning, organizational development, sustainability planning.
  • Experience working with Higher Education institutions.
  • Strong English writing skills.
Preferred Abilities and Experience
  • Good Arabic language speaking skills.

Evaluation Criteria

To qualify for this consultancy, candidates must have the qualifications and experience in each of the areas listed under “Required Abilities and Experience,” and be able to provide examples for these. They must have excellent Arabic and English skills.

Candidates who have the required abilities and experience will be more competitive if they can also demonstrate experience and skills listed under “Preferred Abilities and Experience,” and especially if they are familiar with types of partners and settings within which IREX works.
