Summary of Position: 

IREX seeks qualified Buy-In Manager candidates for the anticipated USAID Digital Strategy Implementation and Programs Activity (DSIPA). This activity under USAID’s Innovation, Technology & Research Hub’s Technology Division (ITR/T), is designed to build the capacity of USAID Missions, Washington Operating Units (OUs), and partners across multiple technical and regional sectors, to advance digital initiatives that enhance security and economic prosperity in partner countries while safeguarding individual rights, freedom of expression, and democratic norms and practices. The activity will advance the research, training, strategic thinking, digital-sector partnerships, and behavior change that will equip USAID for the digital age. The activity will also foster the effective and responsible use of digital technology across all technical and regional sectors, and support the growth of open, inclusive, and secure digital ecosystems in partner countries. The Buy-In Manager is responsible for managing all buy-ins, from idea to implementation and close-out.  

This position is contingent on funding. 

Summary of Responsibilities: 

  • Together with the Director for this activity and other key personnel both in this activity and from USAID team, helps design and execute buy-in activities.
  • Partner with buy-in missions and their respective leadership to manage sub-awards end-to-end, ensuring adherence to scope, quality, time, and budget constraints.
  • Works closely with MEL specialist and the sub-awardees to address any performance issues and collaborate in the creation of status reports and other reports such as Performance Plan and Report (PPR)
  • Works with communications specialist and other key personnel to promote activity mission, and communicate successful stories, etc.
  •  Responsible for managing any operational activities corresponding to resource partners as part of the buy-in activity

Required Skills and Qualifications: 

  • Bachelor’s degree in business administration, international development, economics, technology related disciplines or another related field 
  • Minimum 10 years of experience managing USAID activities, including contracts and buy-ins, with a proven track record of successfully delivery strategically important or highly complex portfolios of projects and/or programs with components of digital transformation, digital integration, capacity building and change management.
  • Knowledge of USAID contracting policies, requirements, processes, and standard operational procedures
  • Proven experience in customer service and client relations; management of sub-awards and contractors; and relationship management
  • Experience working on awards that support technology, cybersecurity, and/or digitalization is highly preferred
  • Demonstrated ability to develop and foster relationships and engage across multiple technical sectors, including technology, cybersecurity, and/or digitalization 
  • Proven leadership qualities and excellent management skills, strong interpersonal and organizational skills 
  • Excellent written and spoken English is required
