FUNCTION
The Monitoring, Evaluation and Learning (MEL) Business Development Analyst will be responsible for monitoring, evaluation, and learning components of project designs and proposals for major donors. This position will align with Heifer’s goals and methodologies and will work in collaboration with the proposal development teams and analytics team. This position will align with Heifer’s MEL policy and tools and prepare the monitoring, evaluation, and learning components required by donors and Heifer to show expected impacts for proposals. The Monitoring, Evaluation and Learning (MEL) Business Development Analyst will use the economic analysis to project targets that are within project scope, schedule, and budget. Working with project start-up teams, this position will be a strong contributor for successful project start-up; also this position will transfer over the assumptions and projections to program and monitoring, evaluation and learning managers in the field to use for work planning and successful project implementation. 

ESSENTIAL CHARACTER TRAITS
Experienced in project design for institutional donors, major foundations, private sector partners and where financing and capital is included as part of design, with a strong orientation to detail, analytic and creative thinking, ability to high perform as a team member and deliver on time products that highlight project impacts on target groups.

RESPONSIBILITIES & DELIVERABLES

A. Responsible for Monitoring Evaluation and Learning (MEL) components during project design and  MEL for proposals submitted to major donors and funders. (60%)

  • Prepare plans of MEL components and compliance checklist during proposal planning.
  • Guide proposal teams during project design on the MEL components, including methods, tools and templates, required by Heifer and donors.
  • Deliver MEL Components of proposals as required by Heifer and donors. Work with proposal development teams including consultants and partners to prepare MEL sections of the proposal.
  • Provide MEL components to project start-up teams and ensure the transition to program MEL team is successful.

B. Contribute to MEL components of project design and proposals prepared by country teams. (20%)

  • Train resource mobilization area staff and country teams on the MEL methods, tools and templates used during project design.
  • Participate in proposal design workshops to prepare or guide the preparation of the MEL components of the proposal.
  • Review and advise on MEL components of proposals prepared by country teams.

C. Responsible for providing and improving standard MEL tools and templates to be used during project design and proposal development. (15%)

  • Work with the MEL team to develop tools and templates that are used for the MEL components during project design and proposal preparation.
  • Work with other teams involved in the opportunity and proposal development process to integrate MEL tools and templates with their tools and make sure their full alignment with organization-wide policies and procedures.
  • Train Heifer teams on the use of these tools and templates.
  • Ensure standard tools and templates are used during project design and archived together with other documentation of the proposal package.
  • Write sections for MEL that can be used to develop Heifer standard MEL sections of proposals for all donors.

D. Other job-related duties as assigned. (5%)


Minimum Requirements

Bachelor’s Degree in International Development, Social Science, AgroEconomics, or a related field with five (5) years’ job-related experience in monitoring and evaluation and project design for competitive bids in agricultural programming and a minimum of three (3) years of field experience in international programming. 

Preferred Requirements

Master’s Degree in related field with 10 years’ of experience in competitive bids in agricultural programming. Spanish language proficiency to work directly with field teams on proposals.

  1. Well-grounded in the disciplines of MEL, project design and project management in international development.
  2. Proven ability to work with MEL teams to develop tools and methods to be used for program design and proposal preparation.
  3. Proven ability to prepare MEL components of proposals as required by major donors and foundations and document in clear and concise written format for new business proposals.
  4. Proven ability to work with the Impact Analytics and other teams to complement MEL in proposal development
  5. Evidence of strong technical skills and proven collaborative skills in MEL, project design and project management.
  6. Proven ability to deliver in a fast-paced, dynamic environment with multiple developments and working with many teams.
  7. Confident in and experience with the use of technology in development.
  8. Knowledgeable of current and emerging ideas in MEL to apply to business development.
  9. Fluency in English required and ability to travel to field sites.
