BACKGROUND:

Passing Gifts Private Limited (PGPL) is a wholly owned subsidiary of Heifer International USA and it provides services in educating, consulting, training, advising, and providing professional and technical services to individuals, associations, and entities in India and abroad, particularly those who support or are working in the areas of social advancement and sustainable development. FUNCTION:

The Senior Project Officer will report to the Project Director and play a key role in promoting the well-being of animals through the adoption of improved livestock management practices. This position will focus on ensuring animal health, husbandry, and product quality assurance in the designated State and program area. The Senior Project Officer will collaborate closely with Program/Project Managers, project partners, and the local SERP staff for the successful and efficient functioning of enterprise hubs.

RESPONSIBILITIES AND DELIVERABLES: (including approximate percentage effort)

Support Project Partners in Effective Implementation (25%)

  • Assist in building social capital among project partners;
  • Participate in staff selection, capacity building, and orientation;
  • Contribute to various training, field trips, exchange visits, and study reports;
  • Support the implementation of project activities and ensure quality passing on of gifts and resources;
  • Assist in the exponential POG and PSRP processes with a focus on quality;
  • Contribute to the development and production of market-oriented quality products;
  • Follow PMD-pro tools and framework for effective project management;
  • Support partners in implementing feedback/changes suggested by the Passing Gifts team.

Monitor, Review, and Report the Program (25%)

  • Ensure project partners meet monitoring and evaluation requirements and deadlines;
  • Review project progress with partner staff monthly basis;
  • Participate in ongoing partner activities for quality control and improvement;
  • Prepare and review activity-based re-forecasting in collaboration with stakeholders;.
  • Document and share best practices within the organization;
  • Promote and ensure the PSRP process at each level in the project;
  • Collaborate with the Regional Program Office (RPO) and Country Program Office (CPO) team;
  • Assist in organizing field visits for the Passing Gifts team and other stakeholders.

Promote Scientific Practices for Rural Farmers (35%)

  • Ensure quality and timely animal healthcare delivery;
  • Promote good husbandry practices, including breeding, nutrition, housing, feeding, and waste management;
  • Ensure regular supply of quality inputs and adoption of biosecurity practices;
  • Contribute to the development of good quality forage, fodder, feed mill, and hatchery;
  • Develop alternative feed methods and innovative models as per field requirements;
  • Support business and marketing activities for poultry birds, providing technical inputs and handholding;
  • Facilitate training for vaccinators and CAVEs, strengthening their knowledge and skills;
  • Meet project targets for scale-up production, targeted families, income increase, and business goals;
  • Integrate One Health concepts into the community.

Liaison, Networking, and Collaboration with Line Agencies (10%)

  • Share the Passing Gifts PVT LTD model with stakeholders and build fruitful relationships;
  • Promote cross-learning and exchange of knowledge;
  • Support partners in mobilizing committed co-funding (Catalytical Leverage Funding);
  • Organize and participate in donor visits, state-level events, workshops, and roundtables;
  • Converge work with concerned Line Departments.

May perform other job-specific duties as assigned (5%) QUALIFICATIONS AND SKILLS:

  • Bachelor's degree in Veterinary Science (B.V.Sc & A.H) with Four (4) years of relevant experience;
  • Master’s Degree in Veterinary Science (M.V.Sc) with a specialization in Poultry Science and Two (2) years of experience;
  • Knowledge and experience in poultry and livestock programs;
  • Experience in running campaigns;
  • Knowledge of feed mill and hatchery management;
  • Familiarity with fodder development;
  • Experience with community organizations;
  • Fluent in Hindi, English, and the local language (spoken and written);
  • Good leadership qualities and communication skills;
  • Interest in animal/agriculture-based community development;
  • Excellent organizational skills with a strong attention to detail.

  • Constant sitting, standing and walking, with occasional bending and lifting; may work at a computer for extended periods of time.
