Heifer International Haiti, in collaboration with the Ministry of Environment (MDE), is seeking for qualified applicants for a Project Manager position for a Green Climate Fund (GCF)-UNDP-Heifer International funded project in Haiti.

Project Summary: 
Heifer International is partnering with UNDP and the Ministry of Environment of Haiti to implement the Enhanced Climate Resilience in the Trois-Rivières Region of Haiti through Integrated Flood Management which begins in January 2024. The project aims to address climate change-induced flood impacts on the watershed and population living nearby. The approach to be used involves shifting the current uncoordinated decision-making processes on flood management towards an integrated approach to land and water resources management in the watershed. The proposed transformation will be achieved by: (i) implementing agroforestry systems and reforesting degraded landscapes at priority intervention sites in the TR watershed; (ii) enhancing technical and institutional capacity for productive climate-resilient land management at the national and local levels; and (iii) establishing the required governance framework for integrated water resources management (IWRM) to support the climate-resilient land management systems and facilitate sustainable use and management of water resources over the long term. This transformative approach will combine transformative effect of project interventions and will incentivize sustainable land and water resources management in the region, while simultaneously promoting a shift towards the adoption and implementation of a climate-resilient, integrated approach to flood management that can be readily scaled up and replicated nationally.
Position Summary:
The Project Manager will oversee all aspects of technical, financial management, and administration of the project in the seven targeted communes in the Trois-Rivieres watershed (Port-de-Paix, Chansolme, Bassin Bleu, Plaisance, Pilate, Marmelade, and Gros Morne). This includes the mobilization of all project inputs, supervision over project staff, responsible parties, consultants, and sub-contractors and assuring full compliance with donor and Heifer International administrative, financial, and procurement procedures.
He/she will work in close collaboration with the National Project Director (NPD) designated by the Ministry of Environment, the UNDP-Haiti focal point, Heifer country and HQ staff, and donors to adjust staffing and resources as the project evolves. 
The Project Manager reports to the Country Director and will be located in Cap Haitian.
Primary Responsibilities:
  • Manage the overall conduct of the project.
  • Provide strategic orientation to the proposed project and ensure technical and operational coordination of the Project Management Unit
  • Guide the implementation of adaptation interventions to achieve the targets specified in the Logical Framework
  • Ensure that the project interventions are implemented to the required standards, within the specified time periods and according to the project budget.
  • Plan the activities of the project and monitor progress against the approved workplan.
  • Execute activities by managing personnel, goods and services, training, and low-value grants, including drafting terms of reference and work specifications, and overseeing all contractors’ work.
  • Monitor events as determined in the project monitoring plan, and update the plan as required.
  • Provide support for completion of assessments required by Heifer and UNDP, spot checks and audits.
  • Monitor financial resources and accounting to ensure the accuracy and reliability of financial reports.
  • Monitor progress, watch for plan deviations, and make course corrections when needed within project board-agreed tolerances to achieve results.
  • Ensure that changes are controlled, and problems addressed.
  • Perform regular progress reporting to the project board as agreed with the board, including measures to address challenges and opportunities.
  • Prepare and submit financial and technical reports to Heifer and UNDP on a quarterly basis.
  • Manage and monitor the project risks, including social and environmental risks, initially identified and submit new risks to the Project Board/Steering Committee for consideration and decision on possible actions if required; update the status of these risks by maintaining the project risks log.
  • Prepare revisions to the multi-year workplan, as needed, as well as annual and quarterly plans if required.
  • Capture lessons learned during project implementation.
  • Supervise project staff members.
  • Prepare the inception report no later than one month after the inception workshop.
  • Ensure that the indicators included in the project results framework are monitored annually in advance of the GCF APR submission deadline so that progress can be reported in the GCF APR.
  • Prepare the GCF APR.
  • Assess major and minor amendments to the project within the parameters set by the Donors and Project Board/Steering Committee.
  • Monitor implementation plans including the gender action plan (with support from the gender expert), stakeholder engagement plan, and any environmental and social management plans.
  • Monitor and track progress against the GCF, UNDP and Heifer Core indicators.
  • Support the Mid-term review and Terminal Evaluation process.
  • Monitor project progress and participate in the production of progress reports ensuring that they meet the necessary reporting requirements and standards.
  • Ensure project’s M&E meets the requirements of the Government, the UNDP Country Office, and UNDP-BPPS/NCE; develop project-specific M&E tools as necessary.
  • Oversee and ensure the implementation of the project’s M&E plan, including periodic appraisal of the Project’s Theory of Change and Results Framework with reference to actual and potential project progress and results.
  • Oversee/develop/coordinate the implementation of the stakeholder engagement plan.
  • Oversee and guide the design of surveys/ assessments commissioned for monitoring and evaluating project results.
  • Facilitate mid-term and terminal evaluations of the project, including management responses.
  • Facilitate annual reviews of the project and produce analytical reports from these annual reviews, including learning and other knowledge management products.
  • Support project site M&E and learning missions.
  • Visit project sites as and when required to appraise project progress on the ground and validate written progress reports.
  • Attend all board meetings and support board processes as a non-voting representative as designated by the Country Director.
  • Work closely with the Project Executive to develop and execute project workplans. 
  • Liaise with local governmental to ensure visibility and representation of project activities.   
  • As needed, serve as a technical liaison with UNDP, government representatives, the private sector, and other implementing partners to ensure visibility and representation of project activities.
  • Other duties as assigned by the Country Director.
Required Skills and Qualifications:
  1. A university degree (MSc or PhD) in a subject related to natural resource management, environmental sciences, or another relevant field. 
  2. At least 10 years of relevant and demonstrable senior project/program management experience.
  3. At least 5 years of experience working with ministries, national or local institutions that are concerned with natural resource and/or environmental management and disaster management.
  4. At least 5 years of experience and knowledge of field mission in Haiti. Experience working in Northern Haiti is a plus.
  5. Proven leadership skills building and managing cooperative, high-level relationships and motivating diverse teams, in remote management and in complex environments.
  6. Experience and/or technical knowledge in designing and managing development projects and activities, particularly related to the environment.
  7. Experience with implementing activities in resilience programs in direct support of project beneficiaries and rural communities.
  8. Proven capacity to collaborate across projects, be flexible, and creative and successfully lead an intercultural team in development and post-conflict contexts.
  9. Ability to communicate effectively, instilling trust and confidence.
  10. Excellent interpersonal and written and oral presentation skills. 
  11. Fluency or proficiency in oral and written French and Haitian Creole.
  12. Fluency in English is a plus.
  13. Knowledge and experience of GCF rules, regulations, and reporting.
  14. Experience working with other international development and financing agencies.

  8. Ability and willingness to travel internationally and domestically as needed; adequate physical condition necessary for travel to project sites in remote areas.
