Position Title: Personnel Recovery (PR) Senior Training Specialist

 

Location: National Capital Region (Washington DC, Springfield, VA)

 

Security Clearance Level: Secret clearance with the ability to obtain Top Secret clearance

 

Description and Qualifications: 

 

The PR Senior Training Specialist is the subject matter expert (SME) relating to all phases of personnel recovery training. Must have an extensive background in training and planning in PR tactics, techniques, and procedures; and demonstrated experience in world-wide land survival, evasion skills, survival in captivity, resistance to exploitation, escape from captivity techniques and tactical medical.

 

The PR Senior Training Specialist must have a minimum of eight years of experience in personnel recovery training and three years of specialized experience, of which two years must include supporting a current PR program in developing and providing training to civilian employees, and must possess and demonstrate at the professional level the below skills sets:

 

  1. Verbal and written communication skills: Must be capable of articulating thoughts, ideas, and opposing points of view through all forms of communication with both internal and external government agencies. Must be proficient in crafting all types of correspondence to reach their target audience with clarity and comprehension, to include the senior management level. Must be skillful in giving briefs, guidance, and assistance on all PR issues, policies, procedures, and methodologies to a diverse audience. Sound and comprehensive time management practices to meet deadlines and to exercise efficiency in planning, prioritizing and accomplishing deliverables.
  2. Sound time management practices: Must be able to meet deadlines and exercise efficiency in planning, prioritizing, and accomplishing tasks relating to PR operations, specifically:
  • Must exhibit the skills to identify suitable training sites worldwide that will accomplish the enabling learning objectives from the training syllabuses
  • Must be able to assess and track training accomplishment across USAID and formulate timelines for retraining intervals to ensure optimal retention of core personnel recovery skills
  1. Training Skills: Must demonstrate the ability to effectively teach through a prescribed syllabus on personnel recovery to a diverse audience. Specific responsibilities include:
  • PR program training and Trainer Training (T2), in accordance with contractual requirements
  • Conduct working groups and training sessions in support of Course of Instruction (COI) development and T2
  • Presenting PREEMPT and PRO training IAW Course of Instruction documents
  • Conduct Team Leader responsibilities during mobile training team events
  • Development of new classes or modules based on foreseen requirements and validate requirements for training while ensuring that lesson plans are updated to reflect new Tactics, Techniques, and Procedures (TTPs)
  • Training staff in all USAID training objectives in accordance with COI documents and USAID requirements
  • Implementing curriculum development processes for PREEMPT and PRO training

 

 

Duties and Responsibilities

 

  • Development and implementation of PR program training including COI documents, training aids, and T2 in support of USAID PR programs
  • Conduct USAID Mission assessments in coordination with USAID staff and PR Program Coordinator to identify PREEMPT and PR Officer (PRO) training requirements and planning items
  • Create training strategies and syllabuses that achieve a positive learning environment associated with personnel recovery techniques, processes, and aptitudes to a diverse audience
  • Routinely briefs both USAID Activity Manager and Contractor senior management as required COI documents, training aids, and the status of T2
  • Develop and maintain Trainer Training Plans (T2P) and processes, and manages initial certification, continuation, and remedial training in support of T2P
  • Conduct PR team T2 in support of PR program training deliverables and emerging requirements
  • Conducts individual T2 evaluations in support of PR program
  • Maintain Individual Training Records
  • Organize and conducts individual and group continuation training sessions to improve trainer knowledge and capabilities, and coordinate with the PR Program Coordinator to identify and resolve trainer training or personnel issues
  • Track status of personnel trained, and Mission event dates, to identify USAID Mission training percentages (student training matrix)

Physical Requirements

  • Must be able to physically stand, kneel, and bend for long periods of time and have the ability to climb ladders with dexterity in both hands
  • Must be able to lift a 50-pound item to waist height 30-pounds over the head
  • Must have 20/20 vision with corrective lenses if necessary, and acceptable color vision and have acceptable depth perception
  • Must be physically able to travel to and operate in potentially dangerous, overseas environments
  • Must be physically able to walk distances up to five miles in a variety of adverse environments while carrying a 30-pound backpack
  • Must have the ability to hear normal conversation, alarms, and warning signals with corrective devices if necessary
