Position Summary
The Clinical Supervisor provides clinical oversight and quality assurance to unlicensed and licensed staff clinicians who provide school-based mental health services. The Clinical Supervisor is responsible for adherence to all applicable licensing, supervision, documentation requirements, and overseeing the timeliness and quality of a staff member’s clinical work. Reporting to the Associate Director of Mental Health and the Associate Director of Special Education, the Clinical Supervisor will provide clinical supervision, per BBS laws and regulations, to associate-level mental health clinicians as well as oversee regional programming and quality assurance related to the provision of mental health services across the region. 

Qualifications

Minimum Required Educational Level

  • Required: Possesses and maintains a current valid California license as dictated by the CA Board of Behavioral and Social Sciences or relevant state licensing board as either a marriage and family therapist, licensed clinical social worker, or licensed psychologist and has been so licensed in California for at least two years in order to be able to commence supervision.
      • Upon being hired, the candidate will submit a certificate of completion of supervision course.  Course should have been completed during the most recent registration renewal.
  • Required: Possesses and maintains a current license in good standing and will immediately notify supervisor of any disciplinary action, including revocation or suspension, even if stayed, probation terms, inactive license status, or any lapse in licensure, that affects the supervisor's ability or right to supervise.  
  • Required: Current NPI number
  • Master’s Degree in Counseling Psychology, Marriage and Family Therapy, Social Work, Professional Clinical Counseling, or a related field. 

Experience

  • At least two years of experience (3+ years preferred) providing mental health services in school-based settings.
  • At least two years (3+ years preferred) of experience providing mental health services in a community mental health setting.
  • At least one year (2+ years preferred) of on-the-job training and supervisory experience.
  • At least one year (2+ preferred) of experience overseeing quality assurance and compliance related to mental health service provision
  • Familiarity with special education, IEP team participation and Educationally Related Mental Health Services and the delivery of such services, highly preferred.

Knowledge/skills

  • Familiarity with local community resources/services (which may include health, mental health, substance abuse, vocational, housing, etc) highly preferred.
  • Strong commitment to the philosophy, goals, and mission of KIPP Public Schools Northern CA and to providing community-based, culturally competent, and client centered mental health treatment and prevention services for the school community.
  • Strong interpersonal skills and the ability to work effectively, function independently, and interact professionally with a diverse, multicultural, and interdisciplinary staff of all levels.
  • Knowledge of crisis intervention, strong work ethic, demonstrated flexibility, superior time management and boundary-holding skills.
  • Strong skills in self-advocacy as well as for advocacy of students and families.
  • Commitment to systems change and social justice as well as to providing services with a trauma-informed care lens.
  • Familiarity with socio-emotional learning competencies and restorative practices a plus.
  • Demonstrated success with students from educationally underserved areas.
  • Ability to learn and utilize instructional technology to provide clinical services & clinical supervision in distance learning settings  (i.e. Zoom, Nearpod) 
  • Proficient knowledge of Google Suite applications (Google Classroom, Hangout, Docs, Sheets, Slides, etc.)

  • Ability to travel within the Bay Area and to Stockton with own transportation (mileage reimbursed).

Essential Functions:

Clinical Supervision 

  • Provide individual and/or group supervision to clinical supervision caseload.
  • Review and assess client treatment plans, including short- and long-term goals, to clinical supervision caseload.
  • Promote the development of counseling skills and approaches through evaluations and assessments. Address legal and ethical issues within mental health counseling.
  • Track documentation for clinical supervision caseload including record-keeping for organizational and administrative purposes.
  • For clinical supervision caseload, supervise providers in assessing social, emotional and systemic causes of problem behavior and mental or emotional disorders and in developing and modifying clinical treatment and approves alternative plans, termination or transfer of cases; supervises consultation activities of employees.
  • Provide consultation to Mental Health Clinicians and School Psychologists and/or assigned school(s) regarding school-based mental health services, programs, and guidelines.
  • Confer with staff regularly regarding techniques used, case progress, and related matters for the purpose of promoting and evaluating professional development and assuring quality of care, as well as reviewing work in progress.
  • Conduct regular case conferences with clinicians and interns for supervision and consultation; review clinical case records and select cases for discussion.
  • Ensure compliance with related federal, state and local regulations, as well as departmental and county policies and procedures.
  • Manage clinicians serving across multiple school sites as regional service providers. 

Quality Assurance & Compliance

  • Provides client service documentation training and support on best practices in alignment with agency policy and procedures as well as state and local laws
  • Develops and maintains effective clinical documentation policies and procedures; Maintain and update training manuals pertaining to documentation, Medi-Cal, HIPAA, and other QA- related areas.
  • Ensure regular service tracking for clinicians throughout the region.
  • Serve as Ordering, Referring, and Prescribing (ORP) Practitioner for Medi-Cal billing purposes.
  • Responsible for mental health records review and quality assurance/utilization review, audit preparation, and serves as a resource for clinical staff around charting, billing, and eligibility.
  • Monitor Electronic Health Record (EHR) pilots at several school sites.
  • Maintain appropriate and compliant records. 

Regional Mental Health Support & Program Development

  • Serve as the Talent Manager for clinician hiring, including coordinating interviews with school sites, collaborating with AD of Mental Health, and collaborating with AD of SpEd to place candidates on the salary scale.
  • Co-facilitate MHC professional development with AD of Mental Health.
  • Collaborate with AD of Mental Health to create, revise, and progress monitor tools & resources to support & develop site-based clinicians.
  • Collaborate with the AD of Mental Health & AD of Special Education on various projects related to supporting an integrated mental health model across school campuses. 

Other Requirements: 

School Team, Parents and Community

  • Participate in weekly or bi-weekly meetings with direct supervisor or related support staff.
  • Participate in Mental Health Counselor and/or School Psychologist Community of Practice meetings at various locations.
  • Provide consultation with parents, teachers, and other appropriate staff regarding the student’s program and any adaptations/materials needed to facilitate improved performance in the classroom or at home.
  • Maintain relationships and effectively communicate with school leaders, teachers, and parents in all facets of the position.  Attend and participate in a variety of meetings, conferences and workshops, including, but not limited to, IEP and SELPA meetings. 
  • Establish, maintain contact with, and assist in collaboration with local community-based social service agencies in order to refer students and families for further services in conjunction with therapy.
  • Identifies quality assurance and risk management issues and brings them to the attention of the appropriate managers.

Professional Practice 

  • Adhere to the ethical standards and codes of the profession and to the established rules, regulations, and laws governing special education programs. 
  • Adhere to IDEA timelines and to schedules, policies and procedures as determined by KIPP Northern California Public Schools
  • Develop and maintain appropriate administrative and treatment records related to client care in accordance to standards and policies specified by KIPP Public Schools Northern CA.
  • Practice professional renewal through a variety of means such as attending conferences, workshops, and seminars and through participation in professional growth opportunities provided by KIPP Northern California Public Schools 
  • Perform other duties as assigned (not to include non-counseling or other duties that could compromise potential counseling relationships).
Physical, Mental and Environmental Demands
Physical: 
Ability to navigate office and school campuses, and hold meetings in different spaces. Traditionally, much of the day involves sitting. Ability to access and utilize technology. Occasional lifting/carrying of equipment 1-20 lbs. Driving to different locations throughout the Bay Area and Stockton. 

Mental:  
Stress of deadlines and normal work standards, ability to analyze problems and generate alternatives, work with interruptions, concentrate for long periods of time, read, calculate, perform routine math problems, memorize and recall objects and people.

Environmental:
Office environment subject to constant interruptions and distractions.  Frequent classroom/school environment and travel. In emergency context (e.g., pandemic) work may be conducted virtually fully or partially for extended periods of time or longer, and the expectation is that the individual will establish a productive, remote work environment (e.g., ability to stay connected through different technology means). 

Classification
This is a full-time, exempt position on a full year calendar cycle, located in our regional Support Office with regular travel to schools.
