Assistant Project Manager

Design Build and Construction Tamuning, Guam


ECC is seeking candidates for an Assistant Project Manager position for construction projects in Guam. This position is primarily responsible for assisting in the management of project activities to ensure that the goals of the project are accomplished within prescribed time frame and funding parameters. In this position, you will: 

  • Assist Project Manager in the planning and coordination of activities designated to ensure that goals or objectives of the project are accomplished within prescribed time frame and funding parameters
  • Review construction project proposals or plans to determine time frames, funding limitations, procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of project
  • Establish work plans and staffing for each phase of project, and arrange for recruitment or assignment of project personnel
  • Confer with project staff and subcontractors to outline work plan and to assign duties, responsibilities, and scope of authority
  • Direct and coordinate activities of project personnel to ensure project progresses on schedule and within prescribed budget
  • Review status reports prepared by project personnel and modify schedules or plans as required
  • Prepare project reports for management, client, or others
  • Confer with project personnel to provide technical advice and to resolve problems
  • Coordinate project activities with activities of government regulatory or other governmental agencies
  • Manage supervisory responsibilities in accordance with the organization’s policies and applicable laws
  • Develop and Maintain Baseline Schedule per Regional Project Control Manager Acceptance
  • Perform weekly and monthly schedule updates and develop as-built schedule
  • Coordinate and prepare 3-week look-ahead schedules or as required by contract
  • Coordinate with Project Manager to document physical percent complete
  • Coordinate, Develop and update Long lead Materials Tracking and update schedule accordingly.
  • Preparation of required reports for Client invoices.
  • Preparation of Schedule Projection (What-if) and Time Impact Analysis per Regional Project Control Manager Acceptance
  • Preparation of Critical Path and Variance analysis reports for review with Regional Project Control Manager
  • Coordinate, develop WBS dictionary with Project Accountant Manager.
  • Prepare and submit revenue forecasts to Project Accountant. 
  • Coordinate, Develop format with Project Accountant for information transfer on labor, equipment, materials, subcontracts, and other direct costs for Estimate to Complete (ETC) projections
  • Coordinate and update with Project Accountant on Monthly PSRs preparation
  • Review of subcontractor invoices prior to PM approval and submit to Project Accountant for payment processing.
  • In addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position


  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations
  • Ability to write reports, business correspondence, and procedure manuals
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public
  • Ability to work with and apply mathematical concepts 
  • Ability to define problems, collect data, establish facts, and draw valid conclusions
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables
  • Proven ability to implement programs to address complex needs and problems
  • Capable of communicating with persuasiveness and exercise effective negotiation techniques as needed
  • Competent in using Microsoft Office products, email systems, and Windows
  • Three years experience with scheduling and project planning for large construction projects
  • Three years working knowledge of applicable federal, state, and local environmental law regulations, and guidance as they apply to the region specified in the solicitation
  • Education: This position requires a Bachelor’s degree in engineering, construction management, geology, chemistry, or closely related discipline. Equivalent combination of education and experience may be substituted for this requirement.

Preferred Qualifications

  • Master’s degree in engineering, construction management, geology, chemistry or closely related discipline
  • Federal government client (DoD) project experience desired
  • Professional Engineers license (PE) is a plus

ECC targeted base salary range for the Guam area is $78,738 to $114,214 annually. 
Actual salary offered may be affected by education, training, certifications, experience, skills, level of responsibility, and location.
