POSITION: PROGRAM MANAGERS (Multiple Opportunities)





STATEMENT OF JOB: STATEMENT OF JOB: This position provides program management to various Clinical Departments. The Program Manager is responsible for providing administrative oversight, case management staff development, cultural training, review, and development of program needs, working collaboratively with various Clinical Supervisors, and ABHS Assistant Clinical Director(s).

We offer resources, treatment, and healing for the whole person: mental, emotional, and social.

Learning to live healthy daily lives begins at any age. We work with parents of children under age five to help the family improve social, emotional, and mental health.

Every family member can benefit from a healthy family. We work with children, adolescents, and guardian(s) to improve daily living. Individual counseling, skills training, and behavioral health coaching services are provided in

This school-based group program encourages students to develop social and emotional learning though science, technology, engineering, and math (STEM) activities.

Improve daily life in lasting, meaningful ways. Individual services include counseling, skills training, and case management. Group services provide treatment for domestic issues related to violence, anger management, substance abuse, recovery, trauma, and grief/loss. Life skills and business/vocational skills development also provided.

Healthy families start with healthy parents. Services include relationship skills development, support groups, counseling, and programs to help with communication. Now offering Motherhood is Sacred® and Fatherhood is Sacred® programs.

Get immediate, confidential help. Individual services include risk assessment, safety planning, and skills coaching. Group services cover grief/loss, trauma, relationship issues, depression/anxiety, stress management, and substance abuse recovery.

We also help connect individuals with off-reservation services. Clinical services include assessment, treatment planning, case management, and discharge planning.

All clinical services can include Native American traditional and religious customs support contracted by community resources.



  1. Provide oversight for Departmental specific services for staff members.
  2. Provide Departmental Specific Services, along with staff direct and administrative supervision in collaboration with the Clinical Supervisor.
  3. Assist staff in helping clients in accessing needed services with service agencies in the areas of: transportation, financial assistance, housing, state/federal entitlement programs, medicine, schools, churches, and other agencies to assure continuity of care.
  4. Participate as needed in ABHS clinical staffing with Team Therapist and other members of the clinical team to review client progress and services requirements.
  5. Coordinate staff case load assignment with Department specific Clinical supervisor.
  6. Coordination of recruiting, on-boarding, and training new department staff.
  7. Develop and assist staff in implementation of new Departmental programming.
  8. Share responsibility of outreach activities with Departmental specific Clinical Supervisor.
  9. Provide backup coverage for adult team staff members, including clinical supervisor, for assessments, intakes, walk-ins, groups, etc.
  10. Verify and print Medifax confirmation information for intake process as needed.
  11. Complete data entry in electronic health records system all intake information for new clients.
  12. Participate in supervisory team collaboration with all staff.
  13. Abide by all applicable policies, procedures, and program standards of ABHS, White Mountain Apache Tribe, Indian Health Services, Arizona Health Care Cost Containment System (AHCCCS) and other pertinent regulatory authorities.
  14. Ability to address a variety of diverse spiritual, emotional, and social needs in multiple environments of an often-high-risk population, using a trauma-informed care approach while maintaining a high degree of professionalism and cultural awareness.
  15. Possess the ability to work with a wide range of clients including families, and adults.
  16. Collaborates with court/probation, tribal/community agencies, families and other natural support systems to ensure client’s needs are met.
  17. Provides services at the clinic, in the community, and in client’s homes to ensure client obtains all benefits and services necessary to be successful in completing all treatment plan initiatives.
  18. Participates in interdepartmental clinical team meetings to assist and encourage consistent and timely provision of services.
  19. Participates in weekly clinical staffing with other members of the clinical team to review client progress and service requirements.
  20. Ability to facilitate referral process to assure continuity of care across programs at ABHS.
  21. Ability to provide client walk-in services in the office as needed.
  22. Develop and implement in-service training for ABHS staff.
  23. Ability to maintain client records in accordance with HIPAA, AHCCCS, ABHS, Federal, State, Tribal, and local requirements.
  24. Abide by all applicable policies, procedures, and program standards of ABHS, White Mountain Apache Tribe, Indian Health Services, Arizona Health Care Cost Containment System (AHCCCS) and other pertinent regulatory authorities.
  25. Maintain ethical policies and guidelines as outlined in accepted State ethics laws, rules, policies and principles and as outlined in discipline-specific code of ethics.
  26. Provide a positive role model to clients and staff through leadership, self-discipline, and genuine care for the treatment and recovery of clients - All clients and staff members must be treated with dignity and respect.
  27. Participation in all required ABHS training.
  28. Reports/attends work in timely manner.
  29. Must be reliable and communicate directly with supervisor in all matters of attendance.
  30. Performs other duties as assigned by supervisor or clinical director.



  1. Master’s degree or bachelor’s degree in a field related to behavioral health or has a bachelor’s degree and at least one year of full time behavioral health experience;  or has an associate’s degree and at least two years of full time behavioral health work experience; or has a high school diploma or high school equivalency diploma and: 18 credit hours of post high school education in a field related to behavioral health completed no more than four years before the date the individual begins providing behavioral health services and two years of full time behavioral health work experience; or high school diploma or high school equivalency diploma and four years of full time behavioral health work experience.
  2. Excellent written and oral communication skills; ability to speak the Apache language preferred.
  3. Demonstrate critical thinking, problem-solving and organizational and time management skills with ability to work independently, with flexibility within prescribed deadlines.
  4. Strong interpersonal skills with an ability to work effectively with a wide range of people, teams, managers, supervisors.
  5. Must have a working knowledge of the needs, strengths, and services in the tribal community.
  6. MS Office proficiency and the ability to correctly operate a copier and fax machine.
  7. Valid Arizona Driver’s License and reliable transportation.
  8. Ability to pass all pre-employment testing, including, but not limited to, fingerprint clearance and background check.



  1. At least 3 years’ experience working with Native Americans.
