The Digital Modernization Sector has a career opportunity for a Jira Administrator who will support the Global Solutions Management – Operations II (GSM-O II) contract at DISA. This contract includes the Operations, Sustainment, Maintenance, Repair, and Defense of the Defense Information System Network (DISN) within the DOD Information Network (DODIN) in support of the Defense Information Systems Agency (DISA).  It also includes support to other key tasks for DISA, including the transformation of DISA’s operational mission through innovation, and support to DISA’s mission partners.
 
Candidate must be able to be on site at Scott AFB, IL, Ft. Meade, MD, or Ogden, UT or support remotely. At a minimum, a Secret clearance is required upon the start of employment and within 14 days following the start date the employee must obtain their Security + certification. 
 
As a Jira administrator they are responsible for configuring and customizing Jira, user management permissions, workflow and process management, performance and maintenance, reporting and dashboard management, integration and plugin management, and training and support.   This candidate will partner with various project leads to align Jira and expectations to make adjustments in Jira where needed, but updates will align with the enterprise. 
 
Primary Responsibilities
  • Configuration and customization of Jira 
    • Setting up and managing projects, workflows, issue types, and screens 
    • Creates and maintains custom fields, schemas, and permissions 
    • Managing boards (Scrum/Kanban) and filters 
  • User and permission management 
    • Adding, removing, and managing users and groups 
    • Defining roles and access permissions 
    • Ensures security and compliance with organization policies 
  • Automation and integrations 
    • Setting up automation rules for repetitive tasks 
    • Integrates Jira with Confluence, Bitbucket, Github, and other tools 
    • Manage Jira add-ons and plugins via the Atlassian Marketplace  
  • Performance and maintenance 
    • Monitor the system health and performance 
    • Upgrading Jira and ensuring compatibility with add-ons 
    • Backing up and restoring Jira data as needed 
  • Reporting and dashboards 
    • Creating and optimizing dashboards and reports 
    • Assisting teams with JQL searches 
    • Analyze data to improve workflow efficiency  
  • Testing and support 
    • Provide training sessions for new hires 
    • Document best practices and troubleshoot errors 
    • Assist users with issue resolution   
Basic Qualifications
  • Requires a US Citizenship.
  • Must hold an active DoD Secret clearance. 
  • Bachelor’s Degree with 8 – 12 years of relevant experience or master’s with 6-10 years of prior relevant experience. Additional years of work experience in lieu of degree is acceptable. 
  • The qualified candidate shall have excellent customer service skills and the ability to work independently, prioritize, schedule, and complete multiple tasks.
  • Ability to multi-task and self-assign work in a fast-paced environment.
  • Strong communication skills that enable proactive and effective collaboration with a virtual team, including
the ability to clearly articulate status and present to both customers and program leadership. Candidate shall have the ability to develop and present management level briefings.
  • Demonstrate potential and willingness to learn and adapt to rapid changes in technology.
  • Previous experience administering the Jira application, coming up with new designs, and remaining up to date on the latest Jira upgrades.
  • Experience or familiarity with agile development  
Preferred Qualifications
  • Experience with the Jira ad-ons functionality  
  • Exposure to ServiceNow applications like Telecommunication Management System (TSM), Telecommunications Network Inventory (TNI), Order Management Telecommunications (OMT) modules, etc. 
  • Understanding of ITIL foundation or ITIL certified.
  • Bachelor’s degree in a technical field such as System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline
  • Experience working with large software systems including hardware integration and test.
  • Experience working with multi-disciplinary technical development teams.
  • Experience moving from a legacy application to a new application.
