Tribalco is seeking a self-starting, mission driven, detail oriented, Project Control Specialist to join our development team to provide mission critical technical solutions for worldwide usage.  Must work well in small team fast paced development environment.

The Project Control Specialist is responsible for tracking overall contract ceiling, projects, and other direct cost expenditures to facilitate accurate reporting and forecasts for long range planning and government funding. The Project Control Specialist will run reports and conduct detailed budget analysis in accordance with the Performance Work Statement, government, and corporate requirements. This position reports to the Program Manager.

Responsibilities:

  • Monitor program cost performance. Develop and maintain cost estimates to complete (ETC), estimates at completion (EAC), as well as comparisons of project-to-date actuals.
  • Coordinate with Tribalco contacting department on limitation of funds, Federal Acquisition. Regulation requirements and Government notification based on ETC and EAC results.
  • Request project code setup in Costpoint for projects and provide list of staff who require access to the project code for special project (above baseline and baseline) as well as new option periods.
  • Request Tribalco contracting department send modifications for project delineation and any additional funding needed to the subcontractors who will be working on the project on future invoices.
  • Coordinate with subcontractor leaders to ensure concurrence and tracking of project delineation.
  • Analyze corporate forecasts of budget updates and request budget changes, as needed.
  • Review/approve invoices in coordination with billing analysts.
  • Review cost allocation to determine accuracy of charges.
  • Provide feedback/support for charges and execution status of material purchases (i.e., PAFs) through coordination with the Procurement Specialist.
  • Through coordination with HR Specialist, develop Travel & Expense (T&E) requests for prime and subcontractor employees and track actuals in T&E vouchers. Submit T&Es to the Government and document approvals.
  • Track charges for travel, mobilization, and demobilization events.
  • Track overtime requests for prime and subcontractor employees. Submit Overtime Request Forms to the Government and document approvals.
  • Develop and maintain customer required cost/labor reporting (i.e., Alliant and Manpower).
  • Monitor outstanding billed and unbilled receivables for contract and work with internal and external stakeholders to resolve issues in a timely manner.
  • Assist in reviewing, analyzing, and processing subcontractor and vendor invoices in a timely manner ensuring accuracy and adherence with contract reporting requirements.
  • Work closely with Program Manager and other internal stakeholders to ensure efficient administration of program.
  • Prepare accurate subcontract/material accruals for revenue reconciliation at each month-end close.
  • Manage program documentation repositories in accordance with government requirements and company policies.
  • Complete contract data requirements list in accordance with performance work statement requirements.
  • Assist with the determination on which baseline/above baseline projects need to be tracked for Government-to-Government reimbursement.
  • Confer with SMEs/Planners and Enterprise Project Specialist to create cost estimates for tracked projects.
  • Assist with adding baseline and above baseline projects to the integrated master schedule (IMS) via resource and cost loading data.
  • Track project execution timeline and provide projected cost adjustments to the Government in advance of over/under runs in cost projections.
  • Upon conclusion of project and final invoices from subcontractors and vendors, request closure of the created project code for billing.
  • Run Project Summary Report and provide actual costs to the Government for their reimbursement request.
  • Coordinate closely with Tribalco Program and Deputy Program Managers (PM/DPM), SMEs/Planners, Enterprise Project Specialist, and Government COR to assist with estimating special projects.
  • Coordinate internal review by the Director of Operations and Tribalco PM/DPM prior to communicating final estimate to the Government for reimbursable projects and above baseline special projects.
  • Upon conclusion of project and final invoices from subcontractors and vendors, request closure of the created project code for billing.
  • Assist in providing additional information to complete project and/or contract closeout for the Government.

Desired Skills:

  • Minimum of five years of experience with project controls/cost accounting.
  • Experience with Deltek/Costpoint and Microsoft Project.
  • Ability to relocate and reside at the U.S. Army Garrison – Kwajalein Atoll in the Republic of the Marshall Islands (USAG-KA).
  • Must possess a valid U.S. passport.
  • Pre-employment health screening is required due to remote location and limited medical and dental capabilities on the island.
  • Ability to ride a bicycle or walk at least 2 miles to/from work daily. There are no personally owned vehicles allowed on USAG-KA. Transportation is primarily by bicycle.
  • Work may involve sitting or standing for extended periods of time. Must be able to lift 30lbs to waist height.
  • Ability to travel by plane or small sea going vessel between working locations.
  • May be required to work overtime.

Education and Certifications:

  • Bachelor’s degree preferred.
  • Bachelor’s degree in accounting, business, or another related field preferred. (Additional training, certification, and/or years of experience may be substituted in lieu of a degree.)

Clearance:

  • US Citizenship is typically required for a security clearance.
