We are actively seeking an experienced and highly motivated Program Manager to join our team. The Program Manager (PM) will be Tribalco’s on-site representative at the U.S. Army Garrison – Kwajalein Atoll responsible for providing Command, Control, Communications, Computer, and Information Management (C4IM) services to organizations and users serviced by the Network Enterprise Center. The PM will oversee a team delivering comprehensive, integrated, end-to-end IT services that include Network and Switch Operations, Systems Administration, Systems Integration and Testing, Configuration Management (hardware and software), Infrastructure Management, Network Administration, End-User Support, Fielding of Hardware and Software, Quality Control, Information and Network Security Services, Commercial Off-The-Shelf (COTS), Government Off the Shelf (GOTS), and Database Support.

 

The PM is responsible for managing and controlling the program and is the principal representative who interfaces with the Contracting Officer (CO), Contracting Officer’s Representative (COR), garrison leadership, and technical leads to ensure excellent performance. Additionally, he/she interacts with contractor personnel to provide guidance, leadership and direction; identifies and resolves problems in a timely manner; gathers and analyzes information skillfully; develops alternative solutions; supervises program staff regarding operations; implements and provides guidance related to processes, policies, and oversees the work.

 

Minimum Qualifications

  • Five (5+) years of experience as an IT project manager, experience with ITILv3 methodologies and MS Project.

 

Education and Certifications

  • Bachelor’s Degree in Computer Science, Information Technology, or related discipline
  • Must possess and maintain an active IT Level II access IAW AR 25-2
  • Must possess and maintain an active IAM II certification IAW DoD 8570.01-M and BBP 05-PR-M-0002
  • Must possess a and maintain an active Project Management Professional (PMP) or Defense Acquisition University Graduate
  • Must possess and maintain an active a Certified Information Security System Professional (CISSP) or Certified Information Security Manager (CISM) or Cyber Security Leadership Certification (GSLC)

Additionally, the duty station for this position is a remote and austere island in the Pacific, with very limited medical facilities. Applicants will be screened for suitability based on their health status and must meet minimum qualifications as provided by the garrison.

 

Essential Duties and Responsibilities

 

  • Primary management focal point to accomplish the administrative, managerial, and financial aspects of the contract.
  • Responsible to oversee contract performance and manage assigned contractor staff for Automation, Communications and Systems Support and Information Assurance for support of Single Network Enterprise Center (NEC), C4IM, and Standardized Computer/Network Configurations and Enterprise Systems.
  • Makes decisions on behalf of the organization and acts as the main point of contact to the NEC to address all program issues with the COR and NEC Manager. Provide continuous management oversight as well as coordination with the COR and garrison stakeholders.
  • Provide all necessary program/project management oversight of Contractor Personnel, Systems and Tools to ensure successful performance of all support services.
  • Develop, update and measure performance against Program Management Plans.
  • Manage all technical, cost, schedule, and delivery in PWS and PMP.
  • Participate in scheduled and unscheduled meetings to provide effective communication between the Contractor and NEC Leadership.
  • Provide integration planning and analysis; developing quick-reaction courses of action to ad-hoc inquiries for additional support or services.
  • Manage all performance issues.
  • Ensure that prime (and subcontractor) is producing the desired results.
  • Work closely with recruiting team to timely fill staffing vacancies with trained, experienced, and technically proficient personnel.
  • Provide ROM estimates as requested.
  • Review, evaluate, comment, and update contingency, implementation, operational and test plans.
  • Ensure contractor compliance with DoD security programs, including staff security training.
  • Prepare contract performance, progress, manpower and cost reports.
  • Other duties as assigned.

 

Knowledge

 

  • Proficient in handling the most complex of technical development concepts, latest software tools and technologies, strong database concepts and designing techniques.
  • Possesses good knowledge of different software systems, client/server architectures and various compatibility requirements.
  • Experience in troubleshooting IT systems and ability to understand and implement client requirements.
  • IT staffing and management.

Clearance

  • US Citizenship is required.
  • Active Top Secret (TS) Government Security Clearance is required.
