The Growth Business Development Leader candidate will be responsible for the entire life cycle for Business Development.  The successful candidate will be responsible for developing and implementing business development processes, plan, and conduct disciplined gate review(s) for large federal acquisitions. The candidate must lead cross organizational efforts with public relations, marketing, business development, sales, pricing, operations, and proposal management to develop a strategy for large named federal opportunities. The business development strategy will consist of developing an assessment of the budget, spending, and procurements; market assessment; competitive analysis; teaming analysis; customer messaging; win themes; discriminators; and assessing win probability.


Pre-RFP, the candidate will develop, a campaign that will include:

1) Government publications and periodicals, advertising; and conferences ensuring that we have aligned messages addressing customer requirements and initiatives;

2) Build relationships with Government leadership to ensure awareness of Tribalco capabilities and initiatives while making sure that we have alignment at the senior levels within the customer and Tribalco; additionally, when and where applicable, the candidate will be responsible for shaping sections H, L, and M of any USG RFPs and or TORs.

3) Build relationships with industry partners for teaming with emphasis on US Army, current contract vehicles such as ITES-3S, RS3, GTACs II, and US Combatant Commands such as US Central Command, US Special Operations Command and US Southern Command.


Post-RFP, the candidate will continue to engage with a proposal team, responsible and contribute to bid quality and competitive price targets. Lead internal reviews and decision gates. Keep senior leadership appropriately informed and engaged as opportunities move through the selling and approval cycle.



  • Identify and qualify new business opportunities providing Professional Services within the Federal Government Marketplace within the company's existing management discipline.
  • Monitor and manage potential Task Orders (TO's) on GWAC/IDIQ contract vehicles, develop a strategy, including identification of partners.
  • Makes bid/no-bid recommendations on GWAC/IDIQ opportunities. Qualifies task order RFPs released under the GWAC/IDIQ vehicles to develop, assess, and recommend strategies for applying company functional strengths and capabilities toward the pursuit of individual task orders.
  • Support the development and maintenance of repeatable proposal development procedures/artifacts tailored to best practices for the specific IDIQ contract.
  • Contribute to teams in developing the winning proposal response; and, ensure submissions are compliant to all bid requirements inclusive of those specified as part of the IDIQ umbrella contract.
  • Develop customer and subcontractor relationships in support of the company's growth strategy.


Desired Skills


  • Minimum of 5 years of business development and capture experience utilizing the Shipley’s model / framework / disciplines in professional Information Technology services and solutions particularly in the US Federal Government Marketplace.
  • Experience in business development and capture management support and proposing against IDIQ/GWACs.
  • Possess well-established business relationships in the Civilian and DoD sector of the Federal Government.
  • Demonstrated experience in building winning teams, strategy, competitive intelligence, strategic marketing & planning, customer relationship analysis, cost and pricing strategies and development
  • Proven record of contributing to developing and executing win strategies, and developing winning proposals on quick turn task order bids.
  • Hands on experience with business development, capture and proposal collaborative tools, such as GovWinIQ.
  • Effective at identifying, selecting and negotiating with subcontractors as part of the win strategy.
  • Excellent interpersonal, communication, customer relationship skills.
  • Exemplary work ethic, judgment and independent initiative attuned to meeting deadlines.
  • Highly effective organizational abilities, writing skills and keen attention to detail.
  • Goal-oriented while highly responsive to rapidly changing priorities.
  • Proficient in the appropriate treatment of sensitive and company proprietary information.
  • Proficient in Microsoft Office suite of tools including SharePoint; aptitude for quickly learning related tool sets.
  • Prior consulting/relationships and information technology services experience.
  • Prior marketing experience with IDIQ/GWAC IT Contracts.


Education and Certifications

  • Bachelor's degree or equivalent years of experience mandatory.


  • Active Secret Department of Defense Security Clearance Mandatory.  Top Secret desired.
