Program Overview
RIVA Solutions supports the Centers for Medicare & Medicaid Services (CMS) under the Health Insurance Oversight System (HIOS), a mission-critical platform within the Center for Consumer Information & Insurance Oversight (CCIIO).
HIOS is the authoritative system used to collect, validate, and manage health insurance plan data from issuers nationwide. It supports Affordable Care Act (ACA) compliance, marketplace oversight, plan certification workflows, and transparency across the U.S. health insurance ecosystem.
RIVA supports CMS by providing secure cloud infrastructure, DevOps support, CI/CD automation, and operational services that ensure system stability, security, and availability for millions of users nationwide.
Position Overview
RIVA Solutions is seeking a Junior DevOps Engineer to support our CMS HIOS program. This is an early-career, support-oriented role designed for individuals who are eager to learn DevOps practices in a real-world, production environment while supporting an experienced DevOps team.
This role focuses on operational support, troubleshooting, patching, and CI/CD assistance, rather than owning architecture or leading deployments. The ideal candidate is motivated, curious, and interested in building a long-term career in DevOps, cloud engineering, or platform operations.
Core Responsibilities
- Provide day-to-day operational support to the DevOps team across development, test, and production environments
- Assist with basic troubleshooting of CI/CD pipeline issues under guidance from senior engineers
- Support patching, updates, and routine maintenance activities across application and infrastructure environments
- Monitor system health, logs, and alerts; escalate issues appropriately
- Assist with deployment support and release activities during scheduled and emergency releases
- Perform routine environment checks and validation tasks
- Support containerized applications using Docker and related tooling
- Gain hands-on exposure to Infrastructure as Code (IaC) tools such as Ansible, Terraform, or CloudFormation
- Assist with configuration updates, scripting, and automation tasks
- Participate in Agile ceremonies and collaborate with developers, testers, and operations teams
- Maintain and update technical documentation, runbooks, and operational procedures
Minimum Qualifications
- U.S. Citizen or Green Card Holder with 3+ years of U.S. residency and ability to obtain and maintain a Public Trust clearance
- Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related field or equivalent hands-on experience
- Approximately 3 years of experience in a DevOps, systems administration, cloud support, or related technical role
- Candidates with slightly less experience may be considered if they demonstrate strong foundational skills, hands-on exposure, and a clear desire to grow in a DevOps-focused environment
- Foundational understanding of CI/CD pipelines and DevOps concepts
- Working knowledge of Linux environments and basic command-line troubleshooting
- Exposure to cloud platforms (AWS preferred)
- Basic familiarity with Git and version control workflows
- Strong willingness to learn automation, scripting, and cloud-native tooling
- Clear communication skills and a team-oriented, growth-focused mindset
Preferred Qualifications
- Exposure to Ansible or other configuration management tools
- Familiarity with Docker or containerized applications
- Basic scripting experience (Bash, Python, or similar)
- Experience supporting production environments in a support or operations capacity
- Interest in pursuing cloud or DevOps certifications
- Prior experience supporting federal systems (CMS, HHS, or similar)
Salary
Up to $105,000, depending on experience
