Program Overview

RIVA Solutions is pursuing a highly visible federal digital transformation initiative focused on the modernization, governance, and continuous improvement of an enterprise Drupal-based web platform. This platform serves as a mission-critical digital experience environment supporting large-scale public engagement, content operations, and integrated digital services.

The program supports enterprise web governance, platform scalability, accessibility compliance (Section 508), security alignment, and user-centered digital experience strategy. The selected candidate will play a critical leadership role in shaping the product vision, roadmap execution, and cross-functional delivery for a complex, high-impact federal web ecosystem.


Position Overview

RIVA Solutions is seeking an experienced Enterprise Product Manager to lead product strategy and cross-functional delivery for a large-scale Drupal digital platform supporting a federal program.

This individual will serve as the primary product leader responsible for shaping product vision, managing roadmap execution, prioritizing backlog initiatives, aligning stakeholder needs, and overseeing risk and performance tracking across the enterprise platform.

This role requires a strong individual contributor who leads cross-functional teams, influences stakeholders, and ensures product decisions align with mission outcomes, user needs, compliance standards, and long-term platform sustainability. The Enterprise Product Manager will operate in a highly collaborative environment that includes UX designers, developers, content strategists, DevSecOps teams, and federal stakeholders.


Core Responsibilities

  • Lead cross-functional delivery teams to successfully execute roadmap initiatives across a complex enterprise Drupal platform.
  • Define and manage the enterprise product vision, strategy, and long-term digital roadmap.
  • Own backlog prioritization and ensure alignment between business objectives, user needs, and technical feasibility.
  • Manage stakeholder expectations, competing priorities, and enterprise-level tradeoffs.
  • Oversee product risk identification, mitigation planning, and performance tracking.
  • Develop and maintain product artifacts including product briefs, roadmap documentation, release plans, and executive-level presentations.
  • Lead Agile ceremonies including backlog refinement, sprint planning, demos, and retrospectives.
  • Ensure compliance with federal digital standards including accessibility (Section 508), security, and governance requirements.
  • Advocate for user-centered design principles and data-driven product decisions.
  • Collaborate closely with technical leadership to ensure scalable, secure, and sustainable platform architecture.
  • Establish measurable success metrics and track performance outcomes.
  • Provide strategic guidance to improve product management practices across the program.
  • Serve as a trusted advisor to federal stakeholders on digital experience strategy and platform modernization.

Minimum Qualifications

  • Bachelor’s Degree required.
  • Minimum 8+ years of experience in product management supporting enterprise-level digital platforms.
  • Demonstrated experience leading cross-functional product delivery teams.
  • Proven experience managing product roadmaps, backlog prioritization, and stakeholder alignment.
  • Experience overseeing enterprise product vision, risk management, and performance tracking.
  • Experience supporting large-scale web platforms, preferably in Drupal or comparable CMS environments.
  • Strong understanding of Agile methodologies and iterative delivery practices.
  • Experience managing digital products within federal or regulated environments.
  • Strong written and verbal communication skills with the ability to brief executive and federal stakeholders.
  • U.S. Citizenship with the ability to obtain and maintain a Federal Security Clearance.

Preferred Qualifications

  • Experience supporting federal web modernization initiatives.
  • Experience leading enterprise CMS platforms (Drupal strongly preferred).
  • Certification such as Certified Scrum Product Owner (CSPO), Certified Scrum Master (CSM), or Project Management Professional (PMP).
  • Experience managing user-centered digital experience programs.
  • Familiarity with federal accessibility, security, and compliance frameworks.
