Program Overview:
RIVA Solutions is supporting the Department of Commerce (DOC) to deliver mission-critical IT modernization and cybersecurity services. This effort focuses on enhancing the security, reliability, and efficiency of DOC's infrastructure, driving forward their mission of advancing broadband access, data-driven policymaking, and secure communications through modern digital tools and compliance with federal standards.
Position Overview:
RIVA Solutions is seeking an experienced Program Manager to lead delivery under our DOC contract. The Program Manager will serve as the central point of contact for contract execution, client engagement, and team leadership. They will oversee delivery performance, coordinate with federal stakeholders, and ensure timely execution of contract objectives.
Core Responsibilities:
- Serve as the primary liaison between RIVA Solutions and DOC leadership, including the CO, COR, and program stakeholders.
- Provide program-level oversight and guidance for all contract tasks and deliverables.
- Lead planning efforts for new projects and execute recurring workstreams for O&M services.
- Meet or exceed technical, financial, staffing, and client satisfaction goals and objectives, aligned with contract expectations.
- Monitor and mitigate project risks, escalating issues proactively and identifying improvement opportunities.
- Manage project staff, subcontractors, and vendor relationships in accordance with program requirements.
- Conduct technical and administrative meetings to ensure sustained alignment with the mission objectives.
- Support new task order proposals, resource forecasting, and program enhancements.
- Maintain and track performance metrics and ensure compliance with all contract requirements.
Minimum Qualifications:
- Bachelor’s degree in Business, IT Management, or a related field.
- Minimum of 10 years of experience in program/project management, with 5+ years managing federal contracts.
- U.S. Citizenship required.
- Active Secret clearance or higher
- Prior experience managing contracts, including O&M and DME services involving infrastructure, cloud, and/or cybersecurity
- Prior experience with FFP contracts and managing Performance Requirements Standards for SLA tracking and reporting
- Prior experience with technical performance work statements (PWS) and maintaining production operations and IT services in a federal environment
- Prior experience managing team through oversight of trouble and service tickets in queues, implementing procedures for operational excellence, SLA management, and providing performance feedback to team members
- Familiarity with process methodologies, such as Scrum, Kanban, and/or Six Sigma
- Strong writing and editing skills as focal point for the development and timely submission of quality contract deliverables
- Effective verbal communicator to team and client, with understanding of how to manage messaging
- Must be able to work on-site at DOC HQ (1401 Constitution Ave NW, Washington, DC). Remote work is not optional, except for weather-related site closures.
Preferred Qualifications:
- Master’s degree in Business Administration or IT Management.
- PMP or equivalent project management certification preferred.
- Previous experience working with the Department of Commerce or NTIA.
- Knowledge of different contract types, especially T&M and FFP.
- Ability to manage a geographically distributed team (DC and CO)
- Technical understanding of Microsoft Azure cloud technology and cybersecurity frameworks and protocols
Salary: Up to $160,000 depending on experience
