About the Role

 Under the supervision of the Manager, LaGuardia Airport Properties and Commercial Development, the selected candidate is responsible for managing and administering an assigned portfolio of commercial agreements, including but not limited those for multi-tenant buildings, terminals, and various facilities. This consists of developing the business strategy; negotiating, obtaining authorization for and documenting the business terms; obtaining full execution of the agreement; and ensuring that the tenant fulfills the obligations of the agreement throughout the term, while maximizing revenue for the Port Authority.

Responsibilities

  • Prepares authorizing documents (agenda items for Port Authority Board approval Memoranda of Justification, and Memoranda of Authorization) that detail tenant investment, competitive fee structures and other items.
  • Timely prepares and coordinates the completion of all documentation for assigned agreements consistent with PA standards, including term sheets and financial analysis.
  • Serves as project lead with other agency staff departments such as Law, IFP, and Risk Management related to the assigned portfolio.
  • Addresses and coordinates the resolution of tenant issues and responds to questions and requests for information for agreements within the assigned portfolio.
  • Sets up and manages agreements in the SAP Real Estate Module.
  • Prepares summaries of key financial and business terms for each lease and permit in their portfolio.
  • Implements audit and monitoring procedures to verify assigned tenant/permittee compliance.
  • Maintains contact with tenants/permittees including regularly scheduled in -person visits to each leased site including discussions regarding business success/challenges.
  • Performs site visits to show prospective tenants’ space and perform walkthroughs upon return of space.
  • Attends regular and ad hoc in-person meetings with airport facility management/staff, airlines, tenants and potential tenants.
  • Proposes financial terms for transactions using guidelines as appropriate and within designated categories of use: standards market rates for land or certain facilities, standard escalation provisions, and market comparables based on defined criteria; capital investment requirements associated with lease term; criteria for capital investment imbursements.
  • Reviews accounts receivables on a monthly basis and follows up with tenants that are in arrears.
  • Prepares monthly analysis of upcoming agreement renewals on a rolling 12-month basis and develops action plan for timely completion prior to expiration.
  • Reviews and prepares long-range revenue forecasts for their portfolio, validating assumptions made with respect to continued space rental and other variances.
  • Maintains ongoing inventory for all transactions and prepares negotiation/transaction summaries to document underling circumstances, tradeoffs, and rationale for positions taken.
  • Approaches tasks with a results-driven approach, working across all Properties teams to proactively anticipate issues, understands the other perspectives, seeks out best practices, develops creative solutions, and employes tempered but persistent closure strategies with internal and external stakeholders. 

Minimum Qualifications

  • Bachelor’s Degree from an accredited college or university
  • In lieu of a degree, a minimum of 3 years of experience in aviation operations, transportation, or similar experience would be acceptable
  • The successful candidate must be able to pass a fingerprint-based Criminal History Records Check as mandated by 49 CFR Part 1542 and will be required to obtain and maintain an airport Security Identification Display Area (SIDA) credential with Non-Movement Area Driving and Escort Privileges. SIDA access and airfield driving, and escort privileges require SIDA and airfield driver training and successful completion of a SIDA test.
  • Knowledge of contract and tenant management that includes any of the following: third party vendors, airlines, airport processes or other business partnerships.
  • Strong written and verbal communication skills. 

Desired Qualifications

 

  • Experience with SAP or familiar with similar systems in collection, interpreting, and presenting data for lease management or revenue management
  • Experience with the Port Authority’s By-Law authorization process
  • Experience writing white papers, transaction summaries, memos and/or executive level communications
  • Familiarity with air terminals and airport facilities.
  • Familiarity with lease financial and business terms related to property lease management
  • Experience using project management techniques for managing projects through completion
  • Proficiency with the Microsoft Office suite of software: Word, Excel, Power Point, and all aspects of Teams (including Planner)
  • Progressive experience in conducting or participating in lease negotiations.

The Port Authority of New York and New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors. The expected compensation range for this role is:​

 

Minimum: $79,794   Midpoint: $103,721   Maximum: $127,660

 

In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week, subject to operational and business needs.
