About the Role
The Port Authority of New York and New Jersey is a bi-state agency operating critical transportation infrastructure across the NY/NJ region. The Engineering Department is seeking a Engineering Technology Manager to lead the implementation and optimization of digital tools that enhance project delivery, operational efficiency, and decision-making.
 
The Engineering Technology Manager plays a strategic and technical role within the Engineering Department’s Digital Solutions team, driving innovation and continuous improvement through the implementation, optimization, and governance of enterprise technology systems. This role integrates engineering expertise, enterprise IT, data analytics, and emerging technologies (e.g., AI, automation) to enhance project delivery, operational efficiency, and decision-making across the agency. Operating with a high degree of independence, the position serves as a cross-functional leader, collaborating with Engineering, Technology (TEC), Operations, and external partners to deliver scalable, secure, and cost-effective solutions.
Responsibilities
Technology Operations & Infrastructure
  • Oversee engineering-related IT systems, including cloud platforms, servers, storage, and field technologies.
  • Ensure system performance, reliability, and cybersecurity compliance in coordination with Technology (TEC).
Budget, Vendor & Governance Oversight
  • Support technology budgeting, vendor selection, contract management, and cost optimization.
  • Lead software governance, compliance processes, and documentation (SOPs, standards).
Leadership & Stakeholder Engagement
  • Lead cross-functional collaboration across Engineering, IT, Operations, and external partners.
  • Supervise technical staff/consultants and support training, change management, and user adoption.
Enterprise Systems & Data Management
  • Manage lifecycle, integration, and governance of engineering platforms (e.g., Autodesk, Bentley, ERP, document management systems).
  • Oversee system architecture, interoperability, and data flow across platforms.
  • Develop and maintain data infrastructure, dashboards, and reporting tools to enable real-time, data-driven decision-making.
  • Establish standards for data quality, system governance, access control, and version management.
Digital Strategy & Innovation
  • Execute Engineering’s digital roadmap by aligning technology solutions with business objectives.
  • Identify and implement emerging technologies (AI/LLMs, automation, digital twins) to modernize engineering and construction workflows.
  • Drive continuous improvement through process digitization and workflow standardization.
Minimum Qualifications
  • Bachelor’s degree in engineering, Construction Management, Information Systems, Computer Science, or related field.
  • 5 years of experience in digital solutions, engineering/construction technology, or enterprise systems.
  • Experience with engineering/construction platforms (Autodesk, GIS, Bentley, Bluebeam) and enterprise systems (Kahua, ERP, project controls, document management).
  • Experience supporting or leading enterprise technology implementations in a complex organization.
  • Knowledge of IT infrastructure, cloud systems, cybersecurity, and system integration.
Desired Qualifications
  • Proficiency in data analytics and visualization tools (e.g., Power BI), data modeling, and data governance practices.
  • Familiarity with emerging technologies (AI/ML, automation, digital twins) and their application to infrastructure workflows.
  • Strong leadership, communication, and project management skills with experience driving cross-functional initiatives.

The Port Authority of New York and New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors. The expected compensation range for this role is:​
 
Minimum: $100,256   Midpoint: $130,318  Maximum: $160,394
 
In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week. In person collaboration is essential to how the Port Authority conducts business, and regular in-office days or team collaboration days may be required on business needs.
