About the Role

 

Responsibilities:       

Reporting to the General Manager, the selected candidate will be fully responsible and accountable for managing all aspects of the day-to-day general administrative functions at the LT, including the supervision of the facility's clerical staff through optimal use of support systems, staffing and other resources to ensure that performance objectives are met. The successful candidate is responsible for ensuring staffing levels are maintained at the authorized levels and monitoring all vacancies, expeditiously work with Talent Acquisition to initiate, and track job requisitions from start to finish. 

Responsibilities

  • Manage facility budget, personnel, information systems, materials, and procurement functions, including Board Authorizations, letter agreements, and expense-related documentation
  • Lead staff and support the analysis of business processes, systems, and operations to enhance coordination, communication, cost-effectiveness, and efficiency
  • Analyze financial activities, including monthly monitoring and tracking of facility budget performance by unit using AVM/SAP variance reports and general ledger drill-down analysis
  • Participate in the planning and development of multi-year budgeting processes; control expenses and ensure achievement of budget targets
  • Oversee and manage the Petty Cash Fund
  • Conduct short- and long-range business planning to support facility operations and strategic objectives
  • Ensure accountability for overall program and project outcomes
  • Assess and plan for human resource needs, including succession planning, training and development, staffing, absence management, and disciplinary actions

Minimum Qualifications

  • Bachelor’s degree in business administration, human resources or related discipline from an accredited college or university or at least six (6) years of increasingly responsible administrative / business management experience.
  • Demonstrated knowledge of Port Authority policies and procedures, specifically as they relate to administration, human resources, labor relations, staffing, budgeting, and audit procedures.
  • Demonstrated experience with the Human Resources functions within PeopleSoft, JobVite, AVM/SAP, Budget Pro, and Microsoft Office Suite.
  • Must possess a valid Driver's License.
  • Must meet performance standards and have completed all probationary periods.  Applicant's job performance, including an attendance review, will be reviewed in accordance with Port Authority policy.  A sub-par job performance rating for the period 12 months preceding this bulletin publication date may result in exclusion from the selection process.  

Desired Qualifications

  • Demonstrated supervisory or managerial experience.
  • Completion of the Aspiring Business Managers Program or the Business Manager Skills Master Program is preferred.
  • Demonstrated thorough knowledge of facility operations.
  • Demonstrated knowledge of PA policies and procedures, including budgeting, staffing, Labor Relations, contract administration, the Board Process, and Audit.
  • Experience in the use of best practices in business support management.
  • Demonstrated analytical and problem-solving skills.
  • Demonstrated ability to interpret and analyze researched data.
  • Demonstrated ability to communicate effectively, both verbally and in writing, including the ability to produce narrative, financial and statistical reports.
  • Demonstrated ability to prioritize assignments and handle multiple tasks simultaneously.
  • Must be detail oriented and possess excellent organization skills.
  • Demonstrated ability to exercise good judgment and discretion in handling confidential information.
  • Demonstrated interpersonal skills including demonstrated ability to maintain composure under pressure.
  • Demonstrated ability to work effectively with unit heads, employees, and outside contacts such as local community groups.
  • Strong working knowledge and experience using PeopleSoft; JobVite; AVM/SAP; BudgetPro; and Microsoft Word and Excel.
  • Knowledge of TB&T Operations, Workloud and the Business Continuity Program.

The Port Authority of New York and New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors. The expected compensation range for this role is:​

 

Minimum: $ 79,794   Midpoint: $ 103,721    Maximum: $ 127,660

 

In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week, subject to operational and business needs.
