KEY PURPOSE OF DEPARTMENT
Heifer International is a Non-Governmental Organization (NGO) whose mission is to work with communities to end hunger and poverty while caring for the earth. With Increased productivity of livestock and crops, farmers provide for their families and improve the health of their communities.
KEY PURPOSE OF JOB
The People Officer is responsible for providing operational and administrative support to the People team, with a focus on ensuring fast, focused & efficient delivery of the full range of employee services while fostering a positive workplace culture conducive to employee growth specific to coordinating messaging around organisational culture, values and events.  
In consultation with the People Director, the People Officer supports learning and development initiatives across Heifer Uganda by consolidating learning needs from Individual Development Plans (IDPs), Competency Assessment Training Needs outcomes, and developing a learning calendar for the country.  
 
MAIN RESPONSIBILITIES 
Culture Development & Values Alignment (20%)
  • Drive initiatives to promote Heifer’s mission, vision, and values across the Country Program.
  • Ensure that the values of Heifer Uganda are reflected in the day-to-day practices, behaviors, and ways of working.
  • Organize and promote events, team-building activities, and social programs to strengthen the culture of the Country Program.
  • Assist with innovative ideas toward workplace culture.
  • Assist with continued development of organisational culture and staff engagement strategies.
Records and Operational Support (25%)
  • Prepare and process all kinds of HR related paperwork for all categories of workforce as required, with accuracy and confidentiality and in accordance with policies and local laws.
  • Respond to routine employee enquiries, both oral and written to ensure accurate and timely provision of information
  • Support the administration of local HR systems, support learning/training/ workshops/team building events, keeping all HR related templates updated and available for staff use.
  • Maintain an accurate filing system, update personnel files and always maintain confidentiality of people data.
Recruitment, Orientation and Onboarding (10%)
  • Support the recruitment process through drafting job adverts, screening candidates, coordinating interviews, and facilitating the background vetting process for selected candidates.
  • Ensure recruitment documentation is complete for filing
  • Provide interview logistical support and ensure candidates and panelists are provided adequate information in a timely manner.
  • Processes staff employment documentation including employment offers, employment contracts and job descriptions.
  • Maintain, monitor, update and report on the recruitment tracking system and other databases as required. Submit periodic recruitment up-dates to the People Director to track the progress of recruitment assignments.
  • Work in close collaboration with the hiring managers and the People Director, ensure smooth on-boarding and orientation of new staff.
  • Timely process identity cards, medical and GPA cover as well as onboarding of provident fund for staff.
  • Ensure personnel files are in place for each staff as per audit requirements.
 People Information System and Data Analytics (15%)
  • Maintain and keep staffing lists for all categories of workforce (employees, part-time, volunteers, interns etc.) and any staff related necessary information as accurate and for accuracy, rapid access and use.
  • Build and maintain dashboards that visualize KPIs like staff demographics on gender balance, productivity metrics etc.
  • Provide People related data to the People Director or Line managers to monitor and inform staff management decisions while maintaining data security protocols in line with Heifer policies.
  • Support staff in exit processes and report on staffing numbers in various project phases.
  • Support in identifying, assessing and reporting all threats and risks in People business processes for management and mitigation.
 Learning and Development (15%)
  • Collaborate with line managers to understand individual and team capacity and competency needs and plan for learning and development initiatives.
  • Consolidating learning needs from Individual Development Plans, and Competency Assessments.
  • Developing a learning calendar for the country.
  • Ensure all annual learning plans are delivered on time and in full to result in the continuous capacity building of country talent.
  • Fostering initiatives to deliver a learning organization culture. Identify service providers to actualize the learning calendars and deliver on the plans for the year.
  • Setting up training sessions such as workshops, e-learning modules, and on-the-job training.
  • Coordinate with external trainers or training providers as needed.
  • Coordinate learning events in-country and inclusion of country teams in Regional Learning events.
  • Together with the People Manager, ensure delivery of Heifer’s Annual Training Plan / individual training days target.
  • Track and report on Return on Investment (ROI) of the Learning and Development initiatives to support decision making.
  • Develop and implement methods to assess the effectiveness of learning programs.
  • Analyze learning metrics and feedback to make continuous improvements.
  • Create and promote internal communication campaigns to highlight learning opportunities and cultural initiatives.
 Employee wellness, wellbeing and engagement (15%)
  • Support the department to ensure that staff wellness and wellbeing activities are timely and respond to actual staff needs.
  • Maintain accurate staff information and files to inform employee wellness and wellbeing decisions such as provision of medical cards, celebration of birthdays and anniversaries, insurance compensation, psychosocial support, stress management and processing of terminal benefits.
  • Ensure new staff are registered on the medical scheme and cards processed in a timely manner.
  • Work with service providers such as Insurance providers to follow up to ensure products and services reach the staff timely.
  • Coordination of assessment outcomes, analyzing the survey and creating reports
  • Ensure continuous engagement of country teams on our Heifer Africa values including monitoring our behavioral index.
  • Ensure continuous engagement of country teams on Heifer’s Value-Based Holistic Community Development approach (VBHCD).
  • Consolidate Heifer Employee Engagement initiatives reporting.
  • Coordinate with cross-functional teams to ensure consistent communication and implementation of cultural initiatives. 
JOB REQUIREMENTS
  • Bachelor’s degree in human resources or organizational development, Organisational Psychology, or a related field.
  • Post graduate qualifications in Human Resource or Organisational Development an added advantage.
  • 3-5 years of experience in a busy people function. Experience in INGO sector is desirable.
  • Planning and budgeting, Conflict Resolution, Resource Management, Stakeholder Relations Management and Business Acumen.
  • Strong reporting skills using HR analytics.
  • Strong understanding of organizational culture and its impact on employee engagement.
  • Excellent communication and interpersonal skills.
  • Positive and growth mindset orientation.
  • A strong administration capability and capacity.
  • Problem-solving skills and strong attention to detail.
  • Uganda Human Resources Managers Association or any other professional body.
