The Payroll Manager is responsible for overseeing and managing the end‑to‑end payroll process for a multi‑state workforce, ensuring accurate, timely, and compliant payroll delivery. This role requires deep hands‑on expertise with Dayforce and strong knowledge of multi‑state payroll regulations, including local and municipal taxes. The Payroll Manager serves as a subject matter expert, partnering closely with HR, Finance, and external vendors to drive payroll accuracy, compliance, and continuous improvement.
Essential Duties & Responsibilities
- Payroll Operations
- Manage the full‑cycle payroll process for a multi‑state employee population, ensuring accuracy, timeliness, and compliance with federal, state, and local wage and tax laws.
- Lead payroll processing within Dayforce, including configuration, audits, imports, reporting, and troubleshooting.
- Ensure proper withholding and remittance of state and local taxes, including municipal, school district, and other jurisdiction‑specific requirements.
- Oversee payroll schedules, off‑cycle runs, adjustments, year‑end processing (W‑2s), and tax filings.
Compliance & Risk Management
- Maintain compliance with federal, state, and local payroll regulations, including wage and hour laws, garnishments, and tax requirements.
- Monitor legislative and regulatory changes affecting payroll and ensure timely updates to policies, procedures, and system configuration.
- Manage audits and inquiries related to payroll, taxes, and payroll controls.
- Dayforce System Leadership.
- Serve as the Dayforce payroll subject matter expert, partnering with HRIS as needed.
- Configure and maintain payroll rules, earning codes, deductions, and taxes within Dayforce.
- Lead testing and validation for system updates, enhancements, and process changes.
- Develop and deliver payroll reports and analytics using Dayforce tools.
Leadership & Collaboration
- Lead, mentor, and develop payroll team members, ensuring consistent performance and knowledge development.
- Partner with HR, Finance, Benefits, and Accounting to resolve payroll‑related issues and improve cross‑functional processes.
- Serve as a trusted advisor to leadership on payroll matters, risk mitigation, and best practices.
- Process Improvement
- Evaluate payroll processes and controls, identifying opportunities for efficiency, automation, and accuracy.
- Document standard operating procedures and ensure consistent execution across the team.
- Support payroll projects, including system upgrades, acquisitions, and workforce expansions into new states or jurisdictions.
Minimum Requirements & Qualifications
- Bachelor’s degree in Accounting, Finance, Human Resources, Business Administration, or a related field (or equivalent experience).
- 5+ years of progressive payroll experience, including leadership or supervisory responsibility.
- Strong, hands‑on experience with Dayforce payroll required.
- Demonstrated expertise in multi‑state payroll processing, including complex local and municipal taxes. In‑depth knowledge of federal, state, and local payroll laws and regulations.
- Experience managing payroll for medium to large employee populations.
- Strong analytical, problem‑solving, and attention‑to‑detail skills.
Preferred Qualifications
- Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC).
- Experience supporting payroll audits and state/local tax compliance reviews.
- Exposure to payroll support for acquisitions, integrations, or rapid growth environments.
- Advanced reporting and data analysis experience within Dayforce.
