The Manager, Laboratory Operations is accountable for the efficient and effective operation of the department at both administrative and technical levels. Primary functions include overall technical excellence, utilization of resources, budget implementation and controls and the ongoing development of laboratory staff. Responsible for maintaining strong positive employee relations, a superior customer service program, investigating and resolving all service problems, and reporting any unresolved or unusual issues to the Director, Operations and Medical Director. Oversee implementation of business and strategic planning for new and existing business. Ensure the standards of technical efficiency, quality control, and maintain lab departments in high standing with regulatory bodies (MANQAP, CAP)

How YOU will make a difference:
- Responsible for the scientific and technical functioning of the department
- Ensure appropriate methodology and equipment are in place
- Assist in developing new method or changes in existing methods
- Responsible for running and monitoring a quality control program as per established guidelines
- Review and interpret QC results, act to correct any potential violations and recommend corrective action where appropriate
- Review quality issues with Director, Operations and/or QC Manager where applicable
- Maintain current knowledge of government regulations, provide training to staff and oversee that they comply and observe standards, and ensure all staff conform licensing requirements
- Ensure departments follow regulatory body guidelines, including applicable College of American Pathology (CAP), Manitoba Quality Assurance Program (MANQAP)/Western Canada Accreditation Alliance (WCAA) regulations. Maintain departments as “audit ready” and ensure required documents are maintained.
- Accountable for departmental budget formulation and controls such as staffing, equipment, and miscellaneous department expenditures
- Accountable for ensuring the development, implementation and monitoring of policies, standards and practices in cooperation with Scientific Department, Quality Department, Medical Director and other collaborators.
- Encourage trust and open communication through addressing staff concerns and inquiries
- Ensure fair and equitable treatment of staff is practiced in all interactions and within Employment Standards guidelines as well as following the collective agreement when applicable. Display the Dynacare Difference when working with staff in all areas of work.
- Effective management of Health and Safety programs to ensure a safe workplace, reduction of risk, and compliance with legislative requirements
- Prepare operational and technical proposals for senior management review
- Ensure provision of prompt efficient service to clients and use effective communication to ensure client needs are met
- Liaise with all departments and staff to effect resolution of client and physician inquiries
- Participate as a member of the management team by providing input into strategic business planning as well as ongoing review and analysis of programs and systems to ensure continuous improvement targets are achieved Accountable for staffing, team building, training and development, conducting performance appraisals to ensure attainment of departmental goals and objectives and/or signing off on completed competency assessments
- Analyze and identify issues impacting operational performance and establish initiatives for continuous improvement
- Review customer complaints and implements corrective action, and report all unresolved problems to Director, Laboratory Operations and Medical Director.
- Monitor workflow, equipment performance, quality control checks and staff scheduling to maintain high level of productivity
- Supervise staff to ensure work is processed quickly and accurately, maintaining high productivity and high quality in daily activities.
- Review difficult/abnormal results and ensure Stats and Critical results are handled following departmental guidelines
- Assist the Director, Laboratory Operations with special projects
- Observe and monitor all equipment operations, malfunctions, and maintenance guidelines are followed.
- Ensure completion of log books, and monitor supply inventory
- Capture and share information related to volume, turnaround time, productivity, and other related metrics on a daily/weekly/monthly cadence.
- Other duties as and when assigned
What YOU bring to the role:
- Bachelor's degree or Diploma in a health care field, science, business, management or equivalent.
- C.M.L.T.M. registration or equivalent
- 5 years of related experience required with minimum of 3 years in a supervisory role
- Knowledge of managerial leadership systems and processes
- Knowledge of continuous improvement practices and processes preferably in a laboratory, healthcare, data entry, customer service environment
- Knowledge of business and operational planning, including resource allocation and best practice customer service techniques
- Proven managerial leadership experience, preferably in a health care setting
- Proven experience implementing Six Sigma and lean manufacturing tools in an environment similar to a medical laboratory environment. Ability to apply great attention to detail, and ability to effectively manage time and competing priorities
- Ability to perform under stress and meet tight deadlines
- Proficiency in MS Office Suite
- Understanding of laboratory technique, and governing regulatory requirements.
- Proven coaching and mentoring approach to improvement
- Strong problem solving and issues resolution abilities
- Able to calmly and professionally respond to employee / client needs, often in stressful situations
- Strong interpersonal skills and techniques to interact effectively with others at all levels.
