Job Description
CSCI Consulting is seeking an experienced Financial Systems Analyst to support a key Department of Defense (DoD) client in the sustainment and operational management of financial systems. This position will focus on knowledge transfer, ensuring audit readiness, and managing software configuration changes within the financial reporting systems. The ideal candidate will work closely with the DoD team to ensure the effective operation of budgeting, financial accounting, cost and performance management, and compliance with audit requirements across the DoD enterprise.
Responsibilities
- System Requirements Development: Create and maintain functional requirements for accounting and financial reporting systems using agile methodologies, including updating financial reporting mappings (USSGL, Treasury/DoD Attribute updates, SFIS elements).
- Audit Readiness and Compliance: Support compliance with the Federal Financial Management Improvement Act (FFMIA) and the Treasury Financial Manual (TFM), focusing on financial reporting and fiscal reporting requirements.
- Testing and Training: Develop and execute testing protocols and training programs for complex financial reporting systems, ensuring smooth functionality and user adoption.
- Production Support: Provide day-to-day support for financial systems, assisting customers with issues such as developing crosswalks, conversion tables, configuration settings, and resolving out-of-balance conditions. Address maintenance requests related to audited financial statements, budgetary reporting, and Government-wide Treasury Account Symbol (GTAS) processing.
- Documentation: Maintain accurate system documentation, including user manuals, and ensure all processes are well-documented and understood by end-users.
- Collaboration: Work closely with cross-functional teams, customers, and other stakeholders to ensure systems are optimized for reporting, compliance, and audit readiness.
Minimum Requirements
- Bachelor's Degree in a relevant field, or equivalent professional experience.
- 3+ years of experience as a Systems Analyst, particularly supporting financial applications and systems in a government or defense context.
- Strong understanding of Government Financial Systems, including the Government-wide Treasury Account Symbol (GTAS), OMB Circular A-136, DoD financial reporting requirements, and Audited Financial Statements.
- Experience with Federal Financial Management systems, including budgetary reporting and performance management.
- Ability to obtain a Secret security clearance (U.S. Citizenship required).

- Regulatory Knowledge: Familiarity with government financial regulations and data standards, including reporting requirements.
- Continuous Learning: A strong desire to stay current with emerging technologies and financial management methodologies to deliver enhanced value to clients.
