CSCI Consulting is seeking a skilled IT Audit Compliance Analyst to join our team in support of the Integrated Personnel and Pay System - Army (IPPS-A) Army Military Payroll (AMP) program. As part of this large, multi-year contract, you will play a key role in ensuring audit readiness and compliance with federal regulations related to financial systems. You will work closely with the Audit Compliance Manager and other senior leadership to document system controls, perform testing, and produce audit reports.
 
Responsibilities
 
  • Audit Readiness: Ensure AMP is prepared for official system audits by identifying, documenting, and testing internal controls.
  • Regulatory Compliance: Lead efforts to comply with key federal regulations, including the Federal Managers Financial Integrity Act (FMFIA), Financial Improvement and Audit Readiness (FIAR) Guidance, Federal Information Systems Control Audit Manual (FISCAM), and related standards such as OMB Circular A-123 and NIST/FISMA.
  • Control Documentation and Testing: Document and test system controls, configurations, and change requests to ensure compliance with federal standards.
  • Reporting and Corrective Actions: Assist in the creation of Corrective Action Plans (CAPs) and Plans of Action and Milestones (POAMs) for identified deficiencies during control assessments.
  • Collaboration and Communication: Work within an agile team environment, serving as the subject matter expert for IT audit compliance and contributing to the development of compliance-related deliverables (e.g., CDRLs).
  • Continuous Improvement: Support ongoing efforts to improve AMP's internal controls and auditability, while helping to document system design and configuration changes as necessary.
Minimum Requirements
 
  • U.S. Citizenship and an active Secret Security Clearance.
  • Bachelor’s Degree in a relevant field.
  • 4-6 years of experience in federal government, DoD, or Army IT audit/compliance roles.
  • Strong understanding of the Standards for Internal Control in the Federal Government (Green Book) and related federal guidelines.
  • Experience with key regulatory frameworks, including:
    • FMFIA (Federal Managers Financial Integrity Act)
    • FISCAM (Federal Information Systems Control Audit Manual)
    • FFMIA (Federal Financial Management Improvement Act)
    • NIST SP 800-171 and RMF (Risk Management Framework)
    • DoD Financial Management Regulation (DoDFMR)
    • OMB A-123 and SFIS (Standard Financial Information Structure)
  • Familiarity with Business Enterprise Architecture (BEA) and Agile Software Development Life Cycle (SDLC).
  • Understanding of Joint Enterprise Baseline (JEB) and Army Line of Accounting (LOA).
Preferred Skills
 
  • SAFe for Teams certification or equivalent Agile methodology experience.
  • Strong communication skills and the ability to work effectively both independently and as part of a team.
  • Proven ability to work with cross-functional teams and maintain positive relationships with customers and vendors.
  • Demonstrated ability to comply with data standards and policies.
  • Enthusiasm for learning new technologies and processes to drive continuous improvement.
